The General Secretary emphasized that the Party and the State have always consistently maintained the view that "the people are the foundation," the center, the subject, the goal, the driving force, and the resource of development; in which, the Vietnamese community abroad is an inseparable part of the Vietnamese nation, and a particularly important resource of national unity in the new era of development.

To realize that goal, it is necessary to persistently build an independent and self-reliant economy, coupled with proactive and extensive international integration, enhancing the endogenous capacity, resilience, and adaptability of the economy to global fluctuations. At the same time, it is crucial to continue to comprehensively improve development institutions, accelerate administrative reforms, streamline organizational structures, and enhance the effectiveness and efficiency of state management; prioritizing the development of science and technology, innovation, and digital transformation as key drivers of growth, linked to the development of high-quality human resources.

Continue to strengthen national defense and security, uphold independence, sovereignty, unity, and territorial integrity, and create a peaceful and stable environment for the country's long-term sustainable development.
