General Secretary To Lam: Fewer meetings, more work, more smiles from the people

On the morning of September 23, in Hanoi , the first Congress of the Party Committee of the Vietnam Fatherland Front (VFF) and Central Mass Organizations, term 2025-2030, solemnly opened. General Secretary To Lam attended and delivered an important speech at the Congress. Also attending were Prime Minister Pham Minh Chinh and Permanent Secretary of the Secretariat Tran Cam Tu.

Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, stated that the first Congress of the Party Committee of the Fatherland Front and Central mass organizations is the first congress of the new model, representing the great national unity bloc in the context of the entire political system being strongly transformed in the spirit of Resolution 18 on streamlining the organizational apparatus.

In his speech at the Congress, General Secretary To Lam emphasized that the Front is the broadest gathering place for the masses, of all classes and levels, both at home and abroad. The strength of the Front is the strength of the people. The tradition of the Front is solidarity. Unity to build, defend and develop the country; unity to stabilize society, improve people's lives and achieve the great goals of the nation.

General Secretary To Lam requested that in the new term, the Fatherland Front must restructure its organization, innovate its methods of operation, achieve real, measurable results and bring them into people's lives, and request delegates to contribute ideas to make the Congress documents practical, feasible, specific, combative, popular... choosing few but clear and feasible goals.

"I propose that we consistently follow three guiding viewpoints: 1- Taking the people as the center, subject, goal and driving force of innovation. Every resolution and action program must answer: What are the practical benefits for the people, for each vulnerable group, for each specific community?

2- Combining democracy, discipline, and rule of law. Expanding democracy at the grassroots level, promoting social dialogue, along with enforcement discipline, rule of law, and respect for differences.

3- Shift from formal movements to substantive results, based on data and figures; prioritize models that can be quickly replicated, have reasonable costs, have a great impact on life, and bring practical benefits to people," General Secretary To Lam emphasized.

General Secretary To Lam also proposed that the Congress focus on implementing 6 key points: Perfecting the organization and coordination mechanism of "one task, one focal point, one result", clearly decentralizing power, and preventing overlap. Strengthening the great national unity bloc, promoting the digital platform, "leaving no one behind". Deploying the "Digital Front Portal" to receive petitions 24/7; organizing "Month of listening to people" at all levels and regions; establishing an interactive map of people's livelihood issues; Promoting Vietnam's precious characteristic of having no religious or ethnic conflicts to develop great unity blocs; strengthening the culture of tolerance, harmony and consensus.

Taking care of people's lives with 6 key points and assigning primary responsibility to each organization related to the fields of employment, rural livelihood, family security, youth entrepreneurship, gratitude, and social and humanitarian activities.

Innovate unions, fight against the "inverted cone" between the Central and grassroots levels, promote the practical role of trade unions, youth unions, women's unions, farmers' unions, and veterans' unions. Absolutely avoid formalistic movements, frequent meetings, beautiful reports but few results.

Institutionalize the process of "people know - people discuss - people do - people supervise - people benefit", transparently, with periodic monitoring and evaluation.

Tighten discipline, apply the formula 3 Easy - 3 Clear - 3 Measure, which is Easy to understand - Easy to remember - Easy to do; Clear goals - Clear responsibilities - Clear deadlines; Measure inputs - Measure outputs - Measure impacts. Each member organization registers "one big result every quarter", "two breakthroughs every year"; publicly on the electronic tracking board.

General Secretary To Lam also made very specific requests: 3 months after the Congress, launch the "Digital Front Portal", select each province/city 1 model for social dialogue and 1 model for community security. 6 months after the Congress, organize "Month of listening to people's voices" simultaneously at all levels, organizations and unions under the front; operate digital maps on people's livelihood issues; end the "inverted cone" situation in the Youth Union and Women's Union by expanding the base in industrial parks, boarding houses, and new rural areas. Within 1 year, independently evaluate the provincial social trust index; announce community security results; replicate the social dialogue model if the criteria are met.

According to General Secretary To Lam: "In every period, if the people are at peace, the country will be stable. Protecting the Party's ideological foundation, strengthening the people's trust, preserving cultural identity, promoting creativity and humanity - these are the soft but extremely solid defense lines of the nation. The Front is the place to weave the connecting thread between the Party, the State and the People; it is the place to turn correct policies into correct actions, correct results. We have all the conditions and confidence to succeed: the tradition of solidarity, the system of Vietnamese cultural values, social consensus, the increasingly elevated national position, and especially the sense of responsibility of each Front cadre, each union cadre, each Party member. What I want most in this term is to see clear changes at the grassroots level: fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people".

General Secretary To Lam also requested the Party Committee of the Fatherland Front and central organizations to unite, act resolutely, with discipline and creativity, turn the Resolution into reality, turn expectations into achievements, so that the great national unity bloc can truly be an endless resource for a prosperous and happy Vietnam, firmly moving towards the two 100-year goals set by the Party and expected by the people.
