Hotline 111 receives denunciations and reports of human trafficking

(Chinhphu.vn) - The Government issued Decree 162/2025/ND-CP detailing a number of articles and measures to implement the Law on Prevention and Combat of Human Trafficking, including specific regulations on the National Telephone Switchboard on Prevention and Combat of Human Trafficking.

The National Hotline for the Prevention and Combat of Human Trafficking (hereinafter referred to as the Hotline) uses the short-number (111) of the National Hotline for Child Protection to receive denunciations and reports of human trafficking.

The hotline operates 24 hours a day to receive reports and denunciations of human trafficking, and is guaranteed operational resources by the State.

The switchboard automatically records all incoming and outgoing calls free of charge.

The switchboard advertises phone numbers in accordance with specialized laws on telecommunications and advertising.

Hotline to receive denunciations and reports from individuals, agencies and organizations about human trafficking

The Decree specifically stipulates the tasks of the National Telephone Switchboard on preventing and combating human trafficking, including:

Receive denunciations and reports from individuals, agencies and organizations about human trafficking.

Closely coordinate with the agency handling denunciations and reports specified in Clause 3, Article 6 of this Decree; provide information upon request of competent state agencies or individuals, agencies, and organizations reporting and denunciations via telephone in accordance with the provisions of law.

Store information and data related to denunciations, reports and make reports according to the provisions of law on data information security.

Procedure for receiving and handling denunciations and reports of human trafficking through the hotline

1. Individuals, agencies and organizations that discover human trafficking or discover themselves or others at risk of being trafficked should call the hotline number to report or denounce.

2. The person receiving denunciations and reports of human trafficking through the Hotline shall record the content of the received information according to Form No. 01 specified in the Appendix issued with this Decree. If necessary and according to the needs of the reporter, he/she shall provide psychological counseling, policy and legal counseling, victim support counseling, and provide skills to respond to human trafficking.

3. Immediately after receiving the denunciation or report of human trafficking, the recipient specified in Clause 2 of this Article must notify the Public Security agency, Border Guard, Coast Guard, and People's Committee of the commune where the human trafficking occurred or where the reporter resides for settlement in accordance with the provisions of law on prevention and combat of human trafficking.

4. The Public Security, Border Guard, Coast Guard, and Commune People's Committees shall receive and be responsible for handling the case according to their authority or promptly notify and recommend prosecution to competent authorities for handling in accordance with the provisions of law. In case of denunciation or reporting of human trafficking where the victim or suspected victim is a child, the handling shall be in accordance with the provisions of the law on children.
