Students from Nguyen Du Secondary School (District 1, Ho Chi Minh City) participate in an extracurricular thematic lesson.

Accordingly, Ho Chi Minh City has stipulated specific policies to support and exempt tuition fees for students and trainees in public and private secondary schools and continuing education centers at the secondary school level, excluding secondary school students in schools with foreign investment.

The support policy is divided into two geographical groups: Group 1 includes students from schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan, with a subsidy of 60,000 VND per student per month. Group 2 includes students from Nha Be, Hoc Mon, Can Gio, Cu Chi, and Binh Chanh districts, with a subsidy of 30,000 VND per student per month.

The policy will be implemented for nine months of the 2024-2025 school year, with funding sourced from the Ho Chi Minh City budget in accordance with current budget decentralization regulations.

According to statistics from the Department of Education and Training, at the lower secondary level, the entire city has more than 464,000 public school students and more than 30,000 private school students. The total estimated cost to waive tuition fees for all students is approximately 237 billion VND.

Under this policy, junior high school students in Ho Chi Minh City will be exempt from tuition fees for the 2024-2025 school year. According to the Department of Education and Training, following the procedure approved by the City People's Council, the People's Committee and the Department of Education and Training will issue guidelines. Based on these guidelines, schools will refund tuition fees collected from students from September to the present, and the budget will provide support at the aforementioned rate to schools to ensure educational activities continue.

According to the Ho Chi Minh City People's Committee, tuition fee support has been implemented from the 2021-2022 school year to the 2023-2024 school year. Over the three years of implementing this tuition fee support policy, it has proven to be popular, creating peace of mind and motivation for parents and city residents to develop their economy and business activities, and to recover economically after a long period of dealing with the Covid-19 pandemic; students can confidently attend school without having to drop out due to financial difficulties preventing them from paying tuition fees.

Based on the socio-economic situation of the city in 2024 and the tuition fee exemption roadmap outlined in Government Decree 81, the Ho Chi Minh City People's Committee assesses that the special policy of supporting tuition fees for public and private secondary school students and continuing education students in the city for the 2024-2025 school year remains a necessary requirement, creating a particularly important milestone and demonstrating the city's concern and determination in implementing its educational development roadmap and goals.
