On April 25th, the Department of Education and Training announced that the Ho Chi Minh City People's Committee had issued a directive to the Department of Education and Training and other departments and agencies regarding the arrangement of public schools under the People's Committees of districts, counties, and Thu Duc City.
The restructuring of public service units under the People's Committees of districts, counties, and Thu Duc City aims to implement the Central Organization Committee's guidelines on restructuring public service units to suit the practical situation of Ho Chi Minh City. At the same time, it aims to restructure or dissolve inefficient public service units and reduce the number of civil servants receiving salaries from the state budget.
Regarding the Department of Education and Training, the Chairman of the People's Committee of Ho Chi Minh City directed this department to take the lead and coordinate with the Department of Interior Affairs and local authorities to advise on a plan to transfer public kindergartens, primary schools, and secondary schools to the management of the People's Committees of wards and communes.
Simultaneously, review the entire system of continuing education centers, vocational education centers, and vocational secondary schools currently managed by districts and propose a plan to transfer them to the Department of Education and Training for management and reorganization, focusing on providing services across inter-communal and inter-ward areas.
At the same time, the Ho Chi Minh City People's Committee also requested the People's Committees of districts, counties, and Thu Duc City to proactively propose plans; coordinate with the Department of Interior Affairs and other specialized departments and agencies in the process of reviewing, evaluating, and proposing models for reorganizing public service units at the district level, aiming for appropriate transfer to the People's Committees of communes after the commune-level government becomes operational.
The Ho Chi Minh City People's Committee has requested the Department of Education and Training and local authorities to submit plans for the reorganization of public schools to the Department of Internal Affairs, which will then present the overall plan to the Ho Chi Minh City People's Committee for consideration no later than April 28th.
