27% of Ho Chi Minh City's population has a university degree or higher.

On December 23, the Ho Chi Minh City People's Committee held a conference to review the first five years of implementing the "Building a Learning Society Project giai đoạn 2021 - 2030" and to review the first two years of implementing the emulation movement "The whole country builds a learning society and promotes lifelong learning giai đoạn 2023 - 2030".

At the conference, delegates heard a report summarizing the first five years of implementing the project and the two years of implementing the emulation movement, comprehensively evaluating the implementation results, identifying shortcomings, limitations, causes, and lessons learned in the organization and implementation.

The report shows that the city continues to firmly maintain its targets for universal education , literacy eradication, and the development of a network of community learning facilities; strengthens the application of digital transformation; widely promotes the movement of encouraging learning and talent among the people; and has been recognized by UNESCO as a member of the Global Learning Cities Network.

By May 2025, 85% of the working-age population will have acquired basic information literacy and technology skills; 27% of the population will have a university degree or higher, more than double the target set.

The effectiveness of digital transformation in educational institutions has yielded positive results. Specifically, 100% of universities have implemented digital universities and developed digital learning materials; 98% of general education institutions have implemented management and teaching in a digital environment; and 60% of continuing education institutions have implemented teaching and learning in a digital environment...

These results confirm that Ho Chi Minh City has completed and exceeded most of the digital transformation targets in the education sector by 2025, becoming the leading locality nationwide in terms of speed and scale of digital education implementation.

Speaking at the conference, Ms. Tran Thi Dieu Thuy, Vice Chairman of the People's Committee of Ho Chi Minh City, commended the collectives and individuals who have made significant contributions to the implementation of the project and the emulation movement. She also requested that agencies, units, and localities continue to implement key tasks for the 2026-2030 period.

Accordingly, the city has set out six key tasks, including: Stabilizing the organizational structure of administrative agencies and consolidating the Steering Committees at all levels according to the two-tiered government model; Promoting decentralization and delegation of power with accountability of heads of agencies; strengthening inspection and supervision; Promoting comprehensive digital transformation in lifelong learning and building a shared learning database; Mobilizing social resources for education and developing lifelong learning models in the community; Strengthening communication, diversifying learning forms and ensuring learning opportunities for all citizens, especially migrant workers and vulnerable groups; Expanding international cooperation and improving the capacity of officials working on building a learning society.
