Every day, the amount of waste generated throughout the city reaches approximately 14,000 tons, forcing the city to accelerate the transition to modern, environmentally friendly waste treatment solutions.
According to Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City, after the merger, the total volume of household waste generated each day is approximately 14,000 tons. The waste is currently being processed at four integrated solid waste treatment complexes: the Northwest complex, the Da Phuoc complex, the South Binh Duong complex, and the Toc Tien complex.
Currently, waste is still processed using outdated, environmentally unfriendly technologies such as incineration and landfilling. Moving towards a greener waste management future, Ho Chi Minh City is promoting numerous waste-to-energy projects.
Ho Chi Minh City has set a target for the period 2025-2030 to have over 90% of its waste processed through waste-to-energy incineration.
According to Mr. Thang, previously, projects converting waste treatment technology to waste-to-energy incineration faced many procedural obstacles during implementation. However, one notable change is the application of specific policies under Resolution 98 (amended and supplemented in 2025), which has significantly shortened the project implementation time.
Specifically, waste-to-energy projects with capital of 2,000 billion VND or more are given priority in the selection of strategic investors. The planning and approval process is more flexible. The Ho Chi Minh City People's Council is authorized to decide on the list of projects permitted to be planned, as well as the zoning plan and detailed plan.
In addition, the mechanism also paves the way for support in land clearance, finance, and investment procedures.
Waste-to-energy plants in Ho Chi Minh City
According to the Department of Agriculture and Environment, Ho Chi Minh City currently has two plants in the Northwest area invested by Vietstar and Tam Sinh Nghia that are converting to waste-to-energy incineration, expected to be operational in 2026, each processing approximately 2,000 tons of waste per day.
At the end of 2025, Ho Chi Minh City Party Secretary Tran Luu Quang also conducted a survey at one of the waste-to-energy plants under construction at Vietstar Joint Stock Company in the Northwest Solid Waste Treatment Complex (Thai My and Tan An Hoi communes, Ho Chi Minh City).
Biwase's project in South Binh Duong has commenced with a capacity of 500 tons/day and a power generation of 12MW. Tasco's project has had its investment plan adjusted. The Toc Tien area has also selected a suitable investor.
The remaining projects are continuing to complete the necessary procedures according to regulations. Waste-to-energy plants are a significant step forward in the strategy for developing renewable energy, reducing greenhouse gas emissions, and improving the living environment.
This will ensure urban energy security for Ho Chi Minh City, in line with the country's sustainable development orientation.
