On January 14th, the Steering Committee for the Science and Technology Development, Innovation, and Digital Transformation Project of the Ho Chi Minh City Party Committee held a conference to summarize the year's work and implement key solutions to carry out Resolution 57 of the Politburo , Project 204 of the Party Central Committee, and Project 06 of the Government.
Ho Chi Minh City Party Secretary Tran Luu Quang chaired the conference. Also in attendance were the Deputy Secretaries of the City Party Committee, members of the Steering Committee, and the conference was broadcast live to 168 communes, wards, and special zones in Ho Chi Minh City.

In his opening remarks at the conference, City Party Secretary Tran Luu Quang stated that developing science and technology and digital transformation are crucial for achieving efficiency and effectiveness in work, and are the shortest path to a bright future. Ho Chi Minh City is summarizing the implementation of three related resolutions and projects at a single conference, in line with the spirit of rectifying working methods and improving the efficiency of the political system.
The Secretary of the Ho Chi Minh City Party Committee requested that reports and presentations at the conference, in addition to highlighting achievements, should focus on and frankly identify bottlenecks and propose solutions, so that Ho Chi Minh City can develop and catch up with global development trends.
According to the report at the conference, Ho Chi Minh City has so far announced 100% of administrative procedures regardless of administrative boundaries. The rate of reduction and simplification of administrative procedures issued by the locality has reached over 36.36% (higher than the central government's target of 30%).
The approval rate for online public services across the entire process reached over 80%, encompassing 1,636 procedures. The rate of timely processing of applications reached nearly 96%, and even higher at the commune level, reaching 99.44%.

Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, stated that in 2025, Ho Chi Minh City will mark a strong shift from a "management mindset" to a "development-oriented mindset," with results and the satisfaction of citizens and businesses as the primary measure of success.
The Chairman of the People's Committee of Ho Chi Minh City stated that the city will develop according to a multi-polar, hyper-connected mindset, focusing on development within Ho Chi Minh City itself as well as in the Binh Duong and Ba Ria - Vung Tau areas. Currently, the city has approved the project for a Science and Technology City in northern Ho Chi Minh City and will announce it on January 15th in the Binh Duong area.
The project includes various mechanisms to attract leading scientists from both within and outside the country, contributing to the implementation of the breakthrough resolution on science and technology development, innovation, and digital transformation.
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, stated that Ho Chi Minh City will continue to promote digital transformation, abandon the "fragmented" mindset, and strengthen data interconnection and sharing.
After two weeks of implementing a centralized public administrative service center in Ho Chi Minh City, initial results show that it has been operating efficiently, resolving procedures for citizens and businesses faster and better. This serves as good evidence of the application of information technology in handling administrative procedures.
