The Vice Chairman of the City People's Committee emphasized that modern industry and innovation must be the pillars leading the megacity of more than 14 million people into a new era of development.
According to him, the merger of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau has opened up a new economic and administrative entity with outstanding scale: an area of over 6,770km², a population of over 14 million people, concentrating nearly 50% of the country's private enterprises.
This is not only an expanded "physical space", but also a golden opportunity for Ho Chi Minh City to reshape its leading role, becoming the leading growth pole of the country and reaching the regional level.
However, he also pointed out the challenge when the proportion of industry in GRDP is on a downward trend, many industries still depend on cheap labor, low technology content and added value.

Industrial model transformation, cannot hesitate
To "turn potential into action", the leader of the Ho Chi Minh City People's Committee requested that departments and branches immediately after the seminar must start implementing a series of tasks.
The Department of Industry and Trade urgently synthesizes all opinions from the discussion, proposes to adjust industrial planning in the direction of prioritizing high-tech, green, platform, digital transformation, green, smart industries, focusing on mechanics, chemicals, electronics, semiconductors, high-speed railways, etc.
Assign the Department of Science and Technology to promote the innovation ecosystem, connect institutes, schools, businesses, and support technology startups.
The Department of Finance studies incentive mechanisms to attract investment in key industries and new technologies.
The Department of Home Affairs and the Departmentof Education and Training focus on training high-quality human resources close to the practical needs of businesses.
The Management Board of Export Processing Zones and Industrial Parks accelerates administrative procedure reform and develops green and smart industrial park models associated with regional logistics. In addition, research institutes and universities are encouraged to directly participate in the process of technology transfer, product development, training and policy review.

The business community is also called upon to proactively innovate technology, invest in green industry, improve productivity and strictly comply with environmental and labor standards.
With the opinions and proposals of enterprises, Mr. Bui Ta Hoang Vu said that the Department of Industry and Trade of Ho Chi Minh City and Tuoi Tre newspaper launched the program "Proposing ideas for industrial development in Ho Chi Minh City", calling on enterprises, researchers and people to contribute ideas and solutions to build a modern, green and sustainable industry.
According to Mr. Vu, there will be more than a month of listening to stories of advice from businesses, from which they will be compiled for reference, and presented to the leaders of the Ho Chi Minh City People's Committee on the industrial development plan.
"With a spirit of openness, responsibility and a desire for innovation, Ho Chi Minh City is ready to enter a new industrial growth cycle, not only as a domestic "locomotive" but also as a driving force for the entire region," Mr. Bui Ta Hoang Vu emphasized.
