(HTV) - Expert workshop discusses draft Law on Special Urban Areas, proposing nearly 300 new powers for Ho Chi Minh City.

Ho Chi Minh City is moving closer to a special urban management mechanism as the draft Law on Special Urban Areas is designed based on the principle of "local decision-making, local implementation, and local responsibility." A consultation workshop with experts, scientists , and prominent intellectuals, held on the morning of May 22, 2026, shared important information about the draft, which includes nearly 300 provisions outlining new powers for the People's Council, People's Committee, and the Chairman of the People's Committee of Ho Chi Minh City.

A workshop to consult with experts and scientists on the draft Law on Special Urban Areas took place in Ho Chi Minh City on the morning of May 22, 2026.

Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong emphasized: "The draft Law introduces many groundbreaking mechanisms, building a new legal foundation for a megacity in a new phase of development."

The draft comprises 9 chapters and 45 articles, focusing on four main areas: affirming the legal status of the special urban area, decentralization and delegation of governance, development of the special urban area and regional linkages, and urban spatial development. Specifically, the draft proposes over 140 powers for the People's Council, over 130 powers for the People's Committee, and over 20 powers for the Chairman of the People's Committee of the City, ranging from policy decisions, budgets, and planning, to mechanisms for protecting officials and personnel.

Ho Chi Minh City's seaport, with its modern container management system, supports economic development.

Experts highly appreciate the feasibility and vision of the draft. Dr. Tran Du Lich, Member of the National Financial and Monetary Policy Advisory Council, and Dr. Huynh Thanh Dien (Nguyen Tat Thanh University) affirmed that the Law on Special Cities must apply generally to cities that meet the criteria, while also opening up mechanisms for satellite cities.

Experts, scientists, and delegates attending the workshop provided feedback on the draft Law on Special Urban Areas.

Professor Nguyen Thi Canh (University of Economics and Law, Vietnam National University Ho Chi Minh City) added that the draft needs to consider smart governance mechanisms and sustainable development. Architect Ngo Viet Nam Son and Associate Professor Nguyen Duc Loc also offered many opinions on urban planning and space.

If approved by the National Assembly, the Law on Special Cities will help Ho Chi Minh City become a regional and global economic, financial, and science and technology center, aiming to become a global city by 2075.
