Ho Chi Minh City is accelerating the drafting process of the Law on Special Urban Areas.

(NLĐO) - The Ho Chi Minh City People's Committee has just issued a directive on the drafting of the Law on Special Urban Areas.

Accordingly, the Chairman of the People's Committee of Ho Chi Minh City assigned the Office of the People's Committee of Ho Chi Minh City to take the lead and coordinate with the Office of the National Assembly Delegation and the People's Council of Ho Chi Minh City, the Department of Justice, and relevant agencies to review, advise on updating, supplementing, and proposing members to participate in the Editorial Team and the Secretariat Team, ensuring effectiveness and promoting the advisory role in drafting the Law and implementing tasks immediately after the Law is passed and promulgated.

This matter will be submitted to the Department of Internal Affairs for review before May 14th, prior to the Ho Chi Minh City People's Committee Office compiling and submitting it to the Ho Chi Minh City People's Committee for issuance as per regulations.

Regarding the Drafting Team, the Department of Justice is assigned to chair and coordinate with the heads of agencies to propose and review the composition of participants, ensuring the quality and progress of the Law's drafting, and to advise and propose to competent authorities at all levels; and to coordinate with relevant agencies to advise the Ho Chi Minh City People's Committee to coordinate with the agency assigned to chair the drafting process.

At the same time, it is requested that agencies base their proposals on the content of the draft Law and the practical realities of their related tasks to propose the composition of the participants, including the Head of Department, the directly responsible leader, and personnel with strong expertise, who will participate throughout the process.

Based on the composition of the Drafting Team, Editorial Team, Secretariat Team, and related practical tasks, the Chairman of the People's Committee of Ho Chi Minh City assigns the Department of Justice to take the lead and coordinate with the Office of the People's Committee of Ho Chi Minh City, the Department of Finance, the Institute for Development Research, and relevant agencies to propose the specific composition of the Standing Committee to act as the focal point for coordination with the lead drafting agency.

At the same time, agencies and units are requested to actively prepare the content for the upcoming working session in accordance with Official Letter 3726/2026 of the Ho Chi Minh City People's Committee.

This includes noting the Ministry of Finance's opinion on the scope of application of the Law, reviewing current legal documents related to urban development, the tasks and solutions of Conclusion No. 18-KL/TW, and the proposed mechanisms and policies to clearly identify current difficulties and obstacles, and legal issues that need to be supplemented to meet the development requirements of Ho Chi Minh City - a special urban area in the new era.

The Department of Justice - the Standing Agency of the Steering Committee - advises and proposes solutions regarding seeking opinions from competent authorities at all levels during the drafting stages of the Law project, ensuring that the schedule is met in coordination with the agency in charge of drafting the Law.
