From early morning, a large number of delegations of Party and State leaders, ministries, departments, and provinces and cities arrived to attend the memorial service for former President Tran Duc Luong.
Authorities and volunteer students from Hanoi were on standby to ensure the organization and service at locations around the National Funeral Home and surrounding roads.

Major Pham Duc Ngoc, Deputy Head of Pham Dinh Ho Ward Police Station (Hai Ba Trung District), said that the unit has deployed forces on duty and developed security plans to best serve the State Funeral Ceremony.
"The Pham Dinh Ho Ward Police are working closely with other functional forces to participate in traffic management, protection, and ensuring security and order throughout the two days of the State Funeral," Major Ngoc affirmed.

On duty at the National Funeral Home from 6 am, Comrade Bui Van An, a soldier of Company 2, Mobile Police Department, Hanoi City Police, said that his unit was assigned to be on duty at the checkpoints on Nguyen Cong Tru and Tran Thanh Tong streets to serve the State Funeral Ceremony.
"Despite the heavy rain, from early morning, all the brothers in the unit have ensured full readiness and seriously carried out their duties," Comrade Bui Van An said.
According to Mr. Le Van Kien from the University of Economics and Industrial Engineering, nearly 60 lecturers, union members, and students from the university participated in supporting the functional forces in organizing traffic coordination as well as assisting the funeral organizing committee in carrying out any necessary tasks.

"This is an important task, so the school has instructed all assigned personnel to be extremely serious, arrive on time, and strive to complete all tasks assigned by the funeral organizing committee," shared Mr. Le Van Kien.
Mr. Le Van Kien shared that he and the lecturers and students felt very honored to participate in serving at the State Funeral. "When rereading the biography of former President Tran Duc Luong, we were deeply moved by his contributions to the people and the country. Particularly noteworthy were his strategic decisions regarding the hydropower and oil and gas industries, and his historic policies, such as building the oil pipeline from the Bach Ho field to the mainland."
The strategic decisions made by Comrade Tran Duc Luong during his time holding important positions in the country have made a positive contribution to the development of the oil and gas and hydropower industries, thereby contributing to socio-economic development, improving the lives of the people, and gradually bringing our country to a level comparable to other nations in the region.
