Full text of the eulogy at the memorial service for former President Tran Duc Luong

On the morning of May 25, the memorial service for comrade Tran Duc Luong, former member of the Politburo, former President of the Socialist Republic of Vietnam was solemnly held according to the State funeral protocol at the National Funeral House, No. 5 Tran Thanh Tong (Hanoi). The memorial service was also held at Thong Nhat Hall (Ho Chi Minh City) and Hall T50, Military Command of Quang Ngai province, the hometown of comrade Tran Duc Luong.

Comrade Tran Duc Luong, former member of the Politburo of the Central Committee of the Communist Party of Vietnam, former President of the Socialist Republic of Vietnam, a leader who made immense contributions to the glorious revolutionary cause of the Party and the nation, has passed away. His passing is a great loss to our Party, our State, our people, and his family.

Today, in profound sorrow, the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front, together with compatriots, comrades, soldiers throughout the country, our compatriots abroad, international friends, and family, solemnly hold the memorial service and farewell ceremony for Comrade Tran Duc Luong - a highly respected leader, a shining example of studying and following the thoughts, ethics, and style of Ho Chi Minh, a steadfast communist party member - to his final resting place.

Dear compatriots and comrades,

Comrade Tran Duc Luong was born on May 5, 1937, in Pho Khanh commune, Duc Pho district (now Duc Pho town), Quang Ngai province, a land rich in historical, cultural, and revolutionary traditions. He resided at house number 298, Van Phuc street, Lieu Giai ward, Ba Dinh district, Hanoi. He joined the revolution in February 1955 and became a member of the Communist Party of Vietnam on December 19, 1959.

Over 50 years of revolutionary activity, training, striving, and growth, from the time he relocated to the North (February 1955), studying and working in the field of geology until becoming a member of the Politburo and President of the Socialist Republic of Vietnam, he held many positions in various fields of work, from science and technology to practical development of the economy, culture, society, education, and foreign affairs, especially during the early stages of the Doi Moi (Renovation) process initiated and led by the Communist Party of Vietnam. In his capacity as Vice Chairman of the Council of Ministers (from February 1987 to August 1992) and Deputy Prime Minister of the Socialist Republic of Vietnam (from September 1992 to August 1997), he made many important contributions to leading and organizing the implementation of the Party's reform policies, helping our country overcome the difficulties and challenges of the early period of reform.

At the Eighth National Congress of the Party (June 1996), Comrade was elected to the Central Committee of the Party, and subsequently elected to the Politburo by the Central Committee. In September 1997, at the first session of the 10th National Assembly, Comrade was elected President of the Socialist Republic of Vietnam. In his capacity as a member of the Politburo and President, Comrade, together with the collective leadership of the Party and State, focused on leading and directing the entire Party, people, and army to effectively implement the Resolution of the Eighth National Congress of the Party, the resolutions of the Central Committee, and the National Assembly; at the same time, he closely coordinated with legislative, executive, and judicial bodies, the Vietnam Fatherland Front, and political and social organizations to perform the duties and powers of the President and Chairman of the National Defense and Security Council in accordance with the Party's guidelines and policies, and the provisions of the Constitution and laws. Comrade [Name] has made significant contributions to the building and development of the socialist-oriented market economy; successfully implemented the open, diversified, and multilateral foreign policy in various fields; actively and proactively integrated into the regional and international economy, opening up great opportunities for the country's development; strengthened national defense and security capabilities; maintained political and social stability; enhanced Vietnam's role, position, and prestige; and made positive contributions to peace and stability in the region and the world.

In his work, Comrade [Name] was a leader with firm political convictions, extensive experience, and unwavering commitment to the goals of national independence and socialism. He creatively applied Marxism-Leninism and Ho Chi Minh Thought, remained loyal to the Party's platform and policies, and served the national interests. He possessed foresight, decisiveness, composure, caution, dedication, and intelligence. He consistently pondered and proposed solutions to successfully lead and direct the implementation of the Party's guidelines and policies, and the State's laws and regulations, while also caring for and improving the material and spiritual lives of the people.

Comrade [Name] is one of the key leaders of the Party and the State, always upholding a sense of responsibility, setting a good example, and maintaining unity and cohesion within the Party. He has a democratic and scientific working style; always placing the interests of the Party and the nation above all else, and has an exemplary lifestyle, earning the respect and affection of comrades, fellow citizens, and international friends.

Within his family, he was a responsible, exemplary husband, father, and grandfather, full of love and virtue.

At 88 years old, with 65 years of Party membership and over 50 years of revolutionary activity, Comrade Tran Duc Luong has continuously strived to dedicate himself wholeheartedly to the glorious revolutionary cause of the Party, the nation, and the happiness of the people. From an engineer to a leading official in the Mining and Geology sector, he served as a Member of the National Assembly for the 7th, 8th, 10th, and 11th terms; a member of the Central Committee of the Party for the 5th, 6th, 7th, 8th, and 9th terms; a member of the Politburo for the 8th and 9th terms; a member of the Standing Committee of the Politburo for the 8th term; Vice Chairman of the Council of Ministers; Deputy Prime Minister; and President of the Republic. Regardless of his position, he always performed his duties well and excellently, serving as a shining example of revolutionary ethics, selflessness, and lifelong dedication to the country and its people.

In recognition of Comrade Tran Duc Luong's great contributions, our Party and State have awarded him the Gold Star Order, the 65-year Party membership badge; along with many other noble orders, medals, rewards, and titles from our Party, State, and international friends.

Respectfully addressing the spirit of Comrade Tran Duc Luong,

Today, we are gathered here to express our deepest condolences and bid farewell to Comrade [Name], as he is laid to rest. Although he has passed away, his name, career, contributions, and revolutionary moral qualities will forever be an example for every cadre, Party member, comrade, and fellow citizen to learn from and emulate.

Farewell, Comrade. The entire Party, the entire people, and the entire army are determined to unite as one, striving to continue following the glorious revolutionary path chosen by the Party, our beloved Uncle Ho, and our people; steadfastly upholding Marxism-Leninism and Ho Chi Minh Thought; steadfastly upholding national independence and socialism; maximizing patriotism, self-confidence, self-reliance, and the strength of national unity; comprehensively and synchronously promoting the reform process, leading the country into a new era – an era of prosperous and thriving development for our beloved Vietnamese nation.

With profound sorrow, we respectfully extend our deepest condolences to the family of Comrade Tran Duc Luong.
