In line with the policy on forest management and protection linked to improving livelihoods and raising living standards for people in the buffer zones of special-use forests; according to the Emission Reduction Payment Agreement (ERPA) for the North Central region in 2024, implemented in 2025, and the plan approved by the Department of Agriculture and Environment, the Management Board of the Southern Quang Tri Special-Use Forests (BQL RĐD) has implemented many activities to support the livelihoods of the community.

Support activities focus on diversifying livelihoods, improving production conditions, and upgrading essential infrastructure in villages and hamlets; contributing to stabilizing people's lives, reducing pressure on forest resources, and raising community awareness and responsibility in forest management, protection, and biodiversity conservation.
In 2025, the Southern Quang Tri Forest Management Board implemented 39 livelihood support projects/items in 6 communes: Huong Lap, Huong Phung, Dakrong, Ta Rut, La Lay, and Ba Long. These included 14 projects supporting breeding cattle; 19 lighting projects; 2 projects repairing community cultural center yards; 2 projects providing shelters for community cultural centers;… with a total budget of 1,950,000,000 VND. This support has motivated the people and communities to improve forest management and protection.
According to statistics, the total area of forest protection contracted by the Southern Quang Tri Forest Management Board is nearly 40,000 hectares. Of this, 9 community groups, 10 household groups, and 2 households are contracted to protect 17,400 hectares under the Forest Environmental Services Payment Program (FESP). In addition, the Management Board independently protects over 5,600 hectares; contracts 18 local communities to protect over 10,000 hectares of forest under the ERPA Program; and contracts 141 households to protect over 8,500 hectares of forest under the Sustainable Forestry Development Program (Program 809).
The forest protection contracting work under the DVMTR, ERPA, Program 809, and provincial resolutions has been implemented synchronously by the Southern Quang Tri Forest Management Board, targeting the right beneficiaries and areas, and adhering closely to current regulations. The strengthening of the contracted workforce and the organization of regular inspections and monitoring have contributed to enhancing the responsibility of communities and households in forest management and protection.

Through the contracting mechanism, especially from ERPA and DVMTR sources, 809, people in the buffer zone have gained a stable source of income, gradually improving their livelihoods, thereby reducing pressure on forest resources, contributing to biodiversity conservation and sustainable forestry development.
Many difficulties and obstacles
Mr. Truong Quang Trung, Director of the Southern Quang Tri Forest Management Board, said that besides the achievements, creating livelihoods for people through these programs still faces some difficulties and obstacles. The overlapping and encroachment on forest land remains complex. In the context of the merger of the Southern Quang Tri Forest Management Board and the reorganization of commune-level administrative units, coordination and handling of issues are still slow. Procedures and documentation for livelihood models involve many steps and require complete paperwork as per regulations. The lives of some people in the buffer zone remain difficult, posing a potential risk of putting pressure on forest resources through illegal logging activities...
