According to Deputy Minister Pham Duc Long, the standardization of subscriber information has achieved positive results. The Ministry of Information and Communications has resolutely dealt with subscriber information that is not in the owner's name.

Previously, due to the lack of a national population database, this issue had been addressed ineffectively for many years. Now, with the implementation of a connection to the population database system, it is possible to verify SIM cards with inaccurate information, suspected fraud, and subscriber information with expired documents. As a result, 19.6 million subscribers have been processed to date.

Regarding information on how many SIM cards are issued to the market each month and how to ensure that the owners of these SIM cards are legitimate subscribers, Deputy Minister Pham Duc Long stated that currently, the three major network operators, Viettel, MobiFone , and Vinaphone, account for 85% of subscribers and are directly connected (online) to the population database.

This means that when developing a new subscriber, the information must be cross-referenced with the newly developed population database; if it doesn't match, the application will be rejected.

The remaining approximately 15% of new subscribers of smaller network operators have not yet connected to the Ministry of Public Security's database because they do not meet the Ministry's connection standards and requirements. These smaller network operators must send data monthly for verification against the population database; if there is a discrepancy, these subscribers will also be removed from the network.

Therefore, essentially all newly developed subscribers of mobile network operators must verify 100% of their information with the national population database, of which 85% is verified online, and 15% has a one-month delay.

According to regulations, each person can only register 3 SIM cards. However, inspections by the Ministry of Information and Communications have revealed that the practice of registering SIM cards under someone else's name is mainly related to agents. Therefore, the Ministry of Information and Communications has worked with network operators to rectify this issue, and the network operators have committed to ceasing the operation of agents developing subscribers from September 10, 2023, focusing only on reputable chain channels.

Any network operator that violates the regulations will be severely penalized by the Ministry of Information and Communications in accordance with Government Decree No. 14/2022/ND-CP dated January 27, 2022, which stipulates the suspension of subscriber development for 3 to 12 months depending on the severity of the violation.

Regarding the timing of 5G commercialization, Deputy Minister Pham Duc Long said that the Ministry of Information and Communications is implementing the auction process for allocating 5G frequencies to network operators by the end of 2023, and it is expected that network operators will deploy 5G in 2024.

Currently, Viettel's 5G equipment is undergoing the final testing stages, and in about 1.5 months, it will be checked to see if it meets Vietnamese standards.

Similarly, with regard to 6G technology, the Minister of Information and Communications has issued a Decision to establish a Steering Committee to promote 6G development. The Ministry hopes to collaborate with the world in the deployment, research, and production of 6G equipment.
