Deploying solutions to improve PCI and PGI indexes

Improving PCI is a key task

According to the PCI 2024 report published by the Vietnam Federation of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID) in Vietnam, Da Nang city (old) scored 69.24 points, ranked 15th and Quang Nam province (old) scored 67.37 points, ranked 37th nationwide. Although the survey results increased in points and rankings according to business feedback in the PCI 2024, there are many indicators that need to be improved.

According to Official Dispatch No. 4054 of the City People's Committee on continuing to improve the PCI and PGI indexes, the city leaders emphasized: in the process of streamlining and perfecting the management apparatus, it is necessary to always maintain a smooth and effective investment and business environment, considering improving the PCI index as a key task in the economic management of agencies and units, especially of the leaders.

For PCI, special attention should be paid to indicators related to individual cadres, civil servants and public employees in component indicators such as informal costs, dynamism of city government, legal institutions and security and order... to propose solutions to improve competitiveness in the field of the unit under its management.

For PCI component indicators that are highly appreciated by the business community, it is also necessary to continuously review and have solutions to continue striving to maintain these component indicators.

To strive to return to the top 10 localities, Da Nang needs to be more determined, maintain more attention and focus on improving the investment and business environment to be more favorable for the business community, promote growth to strive to reach over double digits, and at the same time improve the quality of growth to continue to attract investment, thereby promoting the sustainable development of the city's socio-economy.

The City People's Committee requires departments, branches, sectors and related units to continue to show a more positive attitude and clearly demonstrate through actions to implement their commitments to improve the business environment for the private economic sector in the city, such as through conferences and forums for city leaders to dialogue with businesses or through resolving difficulties and obstacles of businesses; create a direct communication channel between city leaders, leaders of departments, branches and related units with businesses to listen to opinions and resolve difficulties for businesses; the participation of heads of agencies and units in activities related to resolving difficulties and obstacles of businesses.

Departments, branches, sectors and relevant units need to increase transparency and publicity in the promulgation and implementation of policies and guidelines to ensure that the city's policies and guidelines on facilitating business operations are stable and consistent.

In 2025, the city will focus on striving to achieve the goals set out in the 2025 Socio-Economic Development Plan and the 2025 Public Investment Capital Plan of Da Nang.

In particular, the city is developing a Plan to implement private economic development in Da Nang city in the spirit of Resolution 68 of the Politburo on private economic development, Resolution 198 of the National Assembly on a number of special mechanisms and policies for private economic development, and Resolution 139 of the Government promulgating the Plan to implement Resolution 198.

Promoting green economy

The PGI was first published by VCCI in 2023. The PGI has a maximum total score of 40 points and a maximum score for each component index of 10 points. According to the PGI 2024 report, Da Nang city (old) scored 26.61 points, ranked 15th and Quang Nam province (old) scored 25.68 points, ranked 27th nationwide.

To improve the PGI in the coming time, the City People's Committee requested the Department of Agriculture and Environment to preside over and coordinate with relevant units to increase the scores of the component indexes of "pollution and natural disaster reduction", "compliance assurance" and "incentive policies and support services" in the PGI index, coordinate to provide the results of the implementation of the tasks of the units assigned to improve, focusing on implementing the project "Building Da Nang - Environmental City" for the period 2021 - 2030, as well as programs, projects and tasks to respond to climate change.

The City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with assigned units to improve the scores of the component indexes "promoting green practices" and "incentive policies and support services" in the PGI index, focusing on effectively implementing the plan to implement the National Program on economical and efficient use of energy in Da Nang city for the period 2020 - 2030.

At the same time, organize activities to honor and spread typical businesses that have made many efforts and effective energy-saving solutions; especially the application of clean energy towards sustainable development and reducing greenhouse gas emissions in the city.

The Department of Finance is assigned to preside over and coordinate with relevant units to improve the scores of the component indexes of "promoting green practices" and "incentive policies and support services" in the PGI index. The Department of Science and Technology presides over and coordinates with relevant departments, sectors and units to advise and select technologies; research and develop mechanisms to encourage investment, technology transfer, and application of scientific and technological advances in the area; coordinate with departments, sectors and sectors to research and apply science and technology, apply the system of economic and technical standards and data information to improve the city's environmental quality...

The general tasks for departments, branches, sectors and People's Committees of wards, communes and special zones are to organize monitoring and evaluation of environmental city goals and criteria in their fields and areas of management; propose programs, plans, projects and activities related to environmental cities that are being and are planned to be implemented; carry out monitoring and periodic reporting on infrastructure and environment in affiliated areas; announce training programs and support green practice businesses in the locality; encourage the community to participate in community initiatives, environmental protection programs and monitor the implementation of businesses.
