
Improving the PCI (Provincial Competitiveness Index) is a top priority.
According to the 2024 Provincial Competitiveness Index (PCI) report published by the Vietnam Chamber of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID) in Vietnam, the former Da Nang city scored 69.24 points, ranking 15th, and the former Quang Nam province scored 67.37 points, ranking 37th nationwide. Although the survey results showed an increase in scores and rankings based on business feedback in the 2024 PCI, many indicators still need improvement.
According to Document No. 4054 of the City People's Committee on continuing to improve the PCI and PGI indices, city leaders emphasized that during the process of streamlining and perfecting the management apparatus, it is essential to always maintain a smooth and efficient investment and business environment, considering the improvement of the PCI index as a central task in the economic management of agencies and units, especially their leaders.
For the PCI (Provincial Competitiveness Index), special attention should be paid to indicators related to individual officials and civil servants within the component indices such as informal costs, the dynamism of the city government, legal institutions, and security and order… in order to propose solutions to improve the competitiveness in the field under their management.
For the PCI component indicators that are highly valued by the business community, continuous review and solutions are needed to strive to maintain these indicators.
To strive to return to the top 10 localities, Da Nang needs to be more decisive, maintain greater attention and focus on improving the investment and business environment to make it more favorable for the business community, boost growth to achieve double-digit growth, and improve the quality of growth to continue attracting investment, thereby promoting the sustainable socio-economic development of the city.
The City People's Committee requests that departments, agencies, and related units continue to demonstrate a more positive attitude and clearly show through actions their commitments to improving the business environment for the private sector in the city. This could include holding conferences and forums for city leaders to dialogue with businesses, resolving business obstacles and difficulties, creating direct communication channels between city leaders, leaders of departments and agencies, and related units with businesses to listen to opinions and resolve business difficulties, and ensuring the participation of heads of agencies and units in activities related to resolving business obstacles and difficulties.
Departments, agencies, and related units need to enhance transparency and openness in the issuance and implementation of policies and guidelines to ensure that the city's policies aimed at facilitating business operations are stable and consistent.
In 2025, the city will focus on striving to achieve the goals set out in the 2025 Socio-Economic Development Plan and the 2025 Public Investment Plan of Da Nang.
In particular, the city is developing a plan for the development of the private economy in Da Nang in accordance with the spirit of Resolution 68 of the Politburo on the development of the private economy, Resolution 198 of the National Assembly on some special mechanisms and policies for the development of the private economy, and Resolution 139 of the Government promulgating the plan for implementing Resolution 198.
Promoting the green economy
The PGI index was first published by VCCI in 2023. The PGI has a maximum total score of 40 points, with a maximum score of 10 points for each component index. According to the 2024 PGI report, the former Da Nang city scored 26.61 points, ranking 15th, and the former Quang Nam province scored 25.68 points, ranking 27th nationwide.
To improve the PGI in the coming period, the City People's Committee requests the Department of Agriculture and Environment to take the lead and coordinate with relevant units to improve the scores of the component indicators "pollution and disaster mitigation", "ensuring compliance" and "incentive policies and support services" in the PGI index. They are also required to coordinate in providing the results of the tasks assigned to the units responsible for improvement, focusing on the implementation of the "Building Da Nang - An Environmental City" project for the period 2021-2030, as well as programs, projects, and tasks related to climate change response.
The People's Committee of Da Nang City has assigned the Department of Industry and Trade to take the lead and coordinate with the assigned unit to improve the scores of the "promoting green practices" and "incentive policies and support services" components in the PGI index, focusing on effectively implementing the plan for the National Program on Energy Saving and Efficiency in Da Nang City for the period 2020 - 2030.
At the same time, organize activities to honor and promote exemplary businesses that have made significant efforts and implemented effective energy-saving solutions; especially those applying clean energy towards sustainable development and reducing greenhouse gas emissions in the city.
The Department of Finance is tasked with leading and coordinating with relevant units to improve the scores of the "promoting green practices" and "incentive policies and support services" components in the PGI index. The Department of Science and Technology is tasked with leading and coordinating with relevant departments, agencies, and units to advise on the selection of technologies; researching and developing mechanisms to encourage investment, technology transfer, and the application of scientific and technological advancements in the area; and coordinating with relevant departments and agencies to research and apply science and technology, and implement economic, technical, and data information standards to improve the city's environmental quality…
The general responsibilities of departments, agencies, and the People's Committees of wards, communes, and special zones are to organize the monitoring and evaluation of environmental city goals and criteria within their respective areas of management; propose programs, schemes, projects, and activities related to environmental cities that are currently underway or planned; conduct regular monitoring and reporting on infrastructure and the environment in their respective areas; announce training programs and support for businesses to practice green practices in the locality; encourage community participation in community initiatives and environmental protection programs, and monitor the implementation by businesses.
