Implementing the central government's and the provincial People's Committee's directives on information technology application and digital transformation, the Department of Education and Training has recently directed its affiliated units to increase investment in infrastructure and teaching equipment to apply information technology and implement digital transformation in educational institutions. Some educational institutions maintain online teaching methods for certain subjects and educational activities, using digital technology to assign homework and check students' preparation before class; they also develop plans for blended in-person and online teaching when ensuring adequate infrastructure, equipment, internet connectivity, and the availability of teaching assistants and class supervisors at various locations, especially for subjects lacking teachers such as English and Informatics.

To date, most teachers, when organizing teaching and educational activities, have applied information technology appropriately and effectively, thereby contributing to making lessons more engaging and lively, and improving the quality of teaching. In particular, in recent times, the Bac Kan Department of Education and Training has focused on implementing digital student records, contributing to the modernization of management and strongly promoting digital transformation throughout the education sector.

Digital school records are an application solution within VNPT 's vnEdu 4.0 smart education ecosystem, designed to meet the comprehensive digitization needs of school records through digital signatures and stamps. Digital records are managed centrally and consistently, making it easy to access complete records from previous years when needed. Student information and academic results are accurately and completely exported from the vnEdu school management system, allowing schools to easily monitor record transfers through a comprehensive report screen. The digital record solution saves teachers time and reduces paperwork burden. For schools, it offers numerous benefits in management, saving on printing and record-keeping costs, facilitating storage, and enhancing professionalism. For parents, it helps them better monitor and control their children's learning progress, and simplifies the enrollment process by streamlining the registration process.

Following the directives of the Ministry of Education and Training, in the 2023-2024 school year, the Department of Education and Training piloted the digital school record system for primary schools in 100% of educational institutions with primary school levels. Accordingly, 100% of primary schools have submitted digital school record data to the Ministry of Education and Training, with the percentage of digital school records in circulation in the Ministry's database reaching 97.30%.

The Department of Education and Training stated that, in implementing Directive No. 04/CT-TTg dated February 11, 2024, of the Prime Minister on continuing to promote the implementation of the Project on developing data applications on population, electronic identification and authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030, the Ministry of Education and Training has directed and guided localities to implement digital student records nationwide for primary schools, and to conduct pilot implementations for lower secondary schools, upper secondary schools, and continuing education.

Accordingly, the Department of Education and Training has identified the implementation of digital student records as one of the key tasks of the sector in the 2024-2025 school year.

To implement this task, the Department of Education and Training will review and assess the current state of information technology infrastructure at general schools, continuing education centers, and vocational education and continuing education centers; based on this, it will advise on a plan to invest in and upgrade equipment, internet connections, and educational management software to meet the requirements of digital transformation and the application of digital student records, prioritizing investment in solutions and software for managing digital student records that ensure security, safety, and the ability to integrate and connect with other educational management systems.

In addition, training and professional development will be organized on the effective exploitation and use of school management software and digital student record software for administrators and teachers; a core team of administrators and teachers specializing in digital student records will be built to support and guide colleagues in the digital transformation process.

The organization will equip administrators and teachers with digital signature certificates and pilot administrative procedures related to digital student records; promote the digitization and simplification of administrative procedures related to digital student records; issue regulations and guidelines within its authority on the use of digital student records in administrative procedures related to students such as graduation assessment, school transfer, and enrollment at the beginning of each school year; ensure synchronization and interoperability between digital student records and other information systems, creating convenience for students, parents, and educational institutions.

The Department of Education and Training will also strengthen inspection and supervision of the implementation of digital transformation and the application of digital student records at general schools, continuing education centers, and vocational education and continuing education centers to promptly detect and handle arising issues; periodically evaluate the effectiveness of the implementation of digital transformation and the application of digital student records, and based on that, learn from experience and implement it better in the following years.
