Implementing digital transformation actions.

DTO - The Provincial People's Committee has just issued a Plan for the Implementation of Decision No. 1012/QD-TTg of the Prime Minister on the promulgation of the Action Plan for digital transformation of the Government's and Prime Minister's online leadership and management activities based on data for the period 2024 - 2025, with orientation to 2030.

The plan aims to concretize the goals, tasks, and solutions for effectively implementing the Action Plan for Digital Transformation of Government and Prime Minister's Directives and Operations, focusing on online and data-driven approaches for the period 2024-2025, with a vision to 2030. Simultaneously, it aims to promote the connection, integration, sharing, use, and reuse of provincial information and data with the Government; maximize the effectiveness of information systems and databases, ensuring accuracy, timeliness, avoiding duplication and waste, maximizing the use of existing information and data, and ensuring that all information and data are collected from a single source.

The Provincial People's Committee has outlined key tasks and solutions. Specifically, these include: building and perfecting institutions, mechanisms, and policies; developing an information system to support leadership and management; developing digital data and promoting connectivity and sharing to support leadership and management; training and developing human resources; and ensuring information security and cybersecurity.

To organize the implementation, the Provincial People's Committee assigned the Provincial People's Committee Office to take the lead and coordinate with relevant units to advise the Provincial People's Committee on issuing indicators to serve the direction and management of Dong Thap province in the electronic environment; review reporting regimes to ensure that only truly necessary reporting regimes are issued; and reduce reporting regimes that have been replaced by readily available digital data from information systems and databases.

The Department of Science and Technology effectively operates the Dong Thap Provincial Reporting Information System and the Dong Thap Provincial Shared Data Warehouse, aiming to form a provincial-level information system for direction and management that connects with the information systems for direction and management of the Government and the Prime Minister.

Simultaneously, coordinate with the Provincial Police and relevant units to ensure information security and cybersecurity of the province's information systems and databases; promote information dissemination and awareness campaigns on the modernization of the Government's, the Prime Minister's, and the Provincial People's Committee's leadership and management methods in the electronic environment; and establish connections, integrations, and real-time, two-way online data sharing between 40 groups of information and data from the province's shared data warehouse and ministries and agencies upon request.

Provincial departments, agencies, and the People's Committees of districts and cities shall, based on their functions, duties, and the content of this plan, proactively research and implement the contents of Decision No. 1012/QD-TTg of the Prime Minister. During the implementation process, if any difficulties or obstacles arise, the agencies, units, and localities shall report them to the Department of Science and Technology for compilation and submission to the Provincial People's Committee for consideration and decision.
