The Government officially submitted to the National Assembly for consideration the establishment of Hue City under the central government and the urban government model in Hai Phong City.
Vietnam's first "heritage city"
This afternoon (October 30), Minister of Home Affairs Pham Thi Thanh Tra presented to the National Assembly a summary of the Project to establish Hue City under the central government, based on the entire natural area and population size of Thua Thien Hue province.

Hue City, a centrally-governed city, has an area of 4,947.11 square kilometers and a population of more than 1.2 million people; has 9 district-level administrative units (2 districts, 3 towns, 4 districts); has 133 commune-level administrative units (78 communes, 48 wards, 7 towns).
Thua Thien Hue has a history of formation and development of nearly 720 years. This is a land of unique culture and civilization of the Vietnamese people, the only place in Vietnam and Southeast Asia with 8 heritages recognized by UNESCO (6 heritages unique to Hue).
Thua Thien Hue is the first locality in Vietnam to have a World Heritage Site recognized by UNESCO since 1993 and become an official member of international heritage networks - this is the factor and specific standard of the first centrally-run city with the nature of "Heritage City" in Vietnam.
Examining the project proposal, Chairman of the Law Committee Hoang Thanh Tung said that the Law Committee agreed to submit to the National Assembly for consideration and decision to establish Hue City under the central government on the basis of the entire natural area and population size of Thua Thien Hue province.
During the review process, some opinions suggested that the Thua Thien Hue provincial government continue to pay attention, have directions and plans to resolve difficulties and challenges that may arise when becoming a centrally-governed city.
That is, changing the state management organization model associated with the organization of urban government; transforming the social-professional structure to solve the employment problem for people; the problem of forming and improving the quality of urban life.
Proposal for Hai Phong not to organize People's Councils of districts and wards
Also this afternoon, authorized by the Prime Minister, Minister Pham Thi Thanh Tra presented a summary of the draft Resolution on the organization of urban government in Hai Phong City.
According to Ms. Pham Thi Thanh Tra, one of the objectives of the Resolution is to build an urban government organization model in Hai Phong City that is suitable to the scale, characteristics, and practical socio-economic development and urbanization; selectively absorb the results achieved in the process of organizing urban government in Ho Chi Minh City and Da Nang in the past; ensure a streamlined apparatus, effective and efficient operation.
Regarding the urban government organization model in Hai Phong City, the Minister of Home Affairs said that the local government in districts and wards in the city is the People's Committee of the district and ward and is the state administrative agency in the district and ward (not organizing the People's Council of the district and ward).
In addition, the organization of local government in Hai Phong City and other administrative units of Hai Phong City has People's Council and People's Committee according to the provisions of the current Law on Organization of Local Government.
The organizational structure of the District People's Committee includes: Chairman of the District People's Committee, Vice Chairman of the District People's Committee, Chief of District Police, Commander of District Military Command, specialized agencies under the District People's Committee, other administrative agencies and public service units under the District People's Committee.
The organizational structure of the Ward People's Committee includes: Chairman of the Ward People's Committee, Vice Chairman of the Ward People's Committee, Commander of the Ward Military Command, Chief of Ward Police, and other civil servants working at the Ward People's Committee.
At the same time, to ensure effective and comprehensive leadership and direction of the work of the District and Ward People's Committees in the absence of District and Ward People's Councils, the draft Resolution stipulates: The number of vice chairmen of the District People's Committee shall not exceed 3 people; the number of vice chairmen of the Ward People's Committee shall not exceed 2 people.
Cadres and civil servants working in wards, communes and towns are part of the staff of cadres and civil servants at the district level. The election, recruitment, management and use of cadres and civil servants working in communes, wards and towns shall be carried out in accordance with the provisions of law on election, recruitment, use and management of cadres and civil servants and according to the authority and decentralization of management.

Presenting a summary report on the review of the draft Resolution on the organization of urban government in Hai Phong City, Mr. Hoang Thanh Tung said that many opinions were concerned about the proposal to increase the number of vice chairmen of the People's Committees of districts and wards in Hai Phong City without basing on the classification of administrative units, which is not consistent with the policy of reducing the number of deputy levels and is not really similar to some other localities that are also implementing the urban government model.
Therefore, it is recommended to study and refer to regulations on the number of vice chairmen of district and ward People's Committees in localities that have been permitted by the National Assembly to implement the urban government model to regulate in accordance with the scale, nature and urban development orientation of Hai Phong City.
