Submit a resolution to the National Assembly to merge provinces and reduce communes before June 30th.

(Dan Tri Newspaper) - In May, the Ministry of Interior focused intensely on finalizing the plan for reorganizing provincial and commune-level administrative units, with a swift and cautious approach, in order to submit it to the National Assembly for approval at the 9th session.

This was one of the key tasks emphasized by the Ministry of Interior leadership at the April work review meeting and May task deployment meeting, held on the afternoon of April 28th.

The workload increases exponentially.

Regarding the key tasks for May, the Chief of the Office of the Ministry of Interior, Vu Xuan Han, stated that the Ministry will focus intensely and prioritize all resources to complete the drafting of proposals, projects, and resolutions on the reorganization of provincial and commune-level administrative units for localities subject to reorganization.

These documents will be submitted to the National Assembly and the Standing Committee of the National Assembly at the 9th session, ensuring quality, thoroughness, effectiveness, and adherence to the procedures and timelines assigned by the competent authorities, with a spirit of rapid and careful work, regardless of day or night or holidays.

Specifically, the Ministry will urgently prepare one general submission and proposal, and one draft Resolution of the National Assembly; and at the same time, finalize 23 component proposals at the provincial level related to the reorganization of provincial-level administrative units, along with submissions and proposals on the reorganization of commune-level administrative units in the 34 newly formed provinces and centrally-administered cities after the reorganization, to be submitted to the Government no later than May 8th.

Simultaneously, the Ministry is focusing on gathering feedback from Government members to submit proposals and plans for the reorganization of administrative units at all levels to the Government for approval, no later than May 6th; and finalizing the dossiers for submission to the National Assembly and the Standing Committee of the National Assembly, no later than May 10th.

Officials and civil servants assigned to specific areas should proactively monitor and coordinate effectively with local authorities during the process of developing and finalizing proposals, projects, and accompanying documents, ensuring progress, quality, and consistency of data in each file in accordance with the guidelines of competent authorities.

The Ministry of Interior is striving to submit to the National Assembly a Resolution on the reorganization of provincial-level administrative units before June 30th, as a basis for localities to implement the reorganization to ensure the operation of commune-level units from July 1st and provincial-level units after August 30th.

At the same time, the Ministry proactively coordinated with the Ministry of Justice to finalize the National Assembly's Resolution on handling a number of issues related to the organization of local government at two levels.

The Ministry also focused on urging ministries and agencies to promptly submit to competent authorities guiding documents on matters within their areas of state management, in order to promptly resolve difficulties and obstacles arising during the merger of provincial-level administrative units and the reorganization of commune-level administrative units. The goal is to ensure that the reorganized administrative apparatus operates smoothly, efficiently, without interruption, and without any legal loopholes.

Another key task in May is for the Ministry to focus on consolidating issues related to assets and funding to address the benefits and policies for those who leave their jobs due to organizational restructuring. Specifically, the Ministry will finalize and submit to the Government a Decree stipulating support policies for part-time commune-level officials who leave their jobs.

Minister of Home Affairs Pham Thi Thanh Tra summarized that in May, the pressure and workload of the Ministry increased exponentially, mainly focusing on building and perfecting the institutional system.

First and foremost is the institutional group related to the reorganization of administrative units and the operation of two-tiered local governments. This is a very challenging task, and the Ministry of Interior must complete it within a very short time. By June 15th, all content must be finalized and submitted to the Prime Minister and the Standing Deputy Prime Minister. Once the National Assembly approves the Law on the Organization of Local Government, the Government will immediately issue the relevant documents.

"This is a challenging task. Therefore, I request the Department of Organization and Personnel, the Department of Civil Servants and Public Employees, and related units to focus intensely, review the progress and methods of implementation to ensure completion as soon as possible, because time cannot wait any longer," Minister Pham Thi Thanh Tra emphasized.

The head of the Ministry of Interior also noted the need to prepare the content for the upcoming 9th session of the 15th National Assembly.

The Minister requested that heads of units under and directly affiliated with the Ministry proactively grasp and summarize "hot" and topical issues related to the field of internal affairs that are of concern to National Assembly deputies, voters, public opinion, and the people, such as the reorganization of administrative units at all levels and the construction of a two-tiered local government model; the regime and policies for officials, civil servants, and employees affected by the reorganization...

They accomplished many great things, important political tasks.

Presenting a summary report on the results of the work performed, the Chief of the Office of the Ministry of Interior, Vu Xuan Han, summarized that in April, the Ministry completed a large volume of work, with many important and complex political tasks.

At the same time, the Ministry had to urgently implement tasks to ensure the new apparatus operated stably after the merger. Thanks to doing this well, the Ministry successfully completed its assigned tasks.

Specifically, in April, the Ministry of Interior completed 137 out of 146 tasks assigned by competent authorities, achieving a rate of 93.8%. Many units under the Ministry completed 100% of their assigned tasks.

In particular, the Ministry has focused all its efforts on developing and advising competent authorities on the plan for reorganizing administrative units at all levels and building a two-tiered local government model.

"This is a complex task with a large workload, but it has been basically completed. The project has been approved by the Central Committee and is currently in the process of being implemented," informed Vu Xuan Han, Chief of the Office of the Ministry of Interior.

Currently, the Ministry of Interior is focusing on guiding provinces and centrally-administered cities to urgently finalize their local restructuring plans, submit them to the Ministry for appraisal, and develop a general plan to be submitted to the Government, the Standing Committee of the National Assembly, and the National Assembly for consideration and decision.

In parallel, the Ministry of Interior is also reviewing and urging ministries, sectors, and localities to complete the reorganization of their administrative apparatus, streamline staffing, and implement policies for redundant officials and civil servants.

Overall, the operations of ministries and departments are basically stable, with no major problems arising. Based on this, the Ministry's units are urgently compiling issues related to assets and funds to resolve the benefits and policies for those who are laid off due to organizational restructuring.

In April, the Ministry of Interior also successfully advised on and organized national conferences to disseminate and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam on the rearrangement and reorganization of administrative units at all levels and the construction of a two-tiered local government organizational model.

Another important task is to complete and publish the 2024 Administrative Reform Index and the 2024 Citizen Satisfaction Index with the Services of State Administrative Agencies at the Government Meeting in April.

The Ministry of Interior promptly advised the President to decide on awarding gifts to those who rendered meritorious services to the revolution on the occasion of the 50th anniversary of the Liberation of the South and the reunification of the country, and the 80th anniversary of the founding of the nation, with a total budget of over 834,000 billion VND.

The Ministry has also proactively monitored the labor and employment situation in localities in response to the impact of US tariff policies on the Vietnamese labor market. Through this, the Ministry has promptly advised the Government on issuing policies to support and facilitate workers in finding and securing employment.
