Vietnamese citizens who have been issued an identity card must go through the procedure to renew their identity card when they reach the ages of 14, 25, 40, and 60.
Prior to the implementation of identity card issuance under the Identity Card Law 2023 on [date] With July 1st approaching, many people are concerned about whether they need to go to the place where their old citizen ID card was issued when applying for a new one. For those who renewed their citizen ID card at age 60, will they need to renew it again? And from July 1st, at what age will people be required to have their iris scan taken when applying for a citizen ID card? Another issue of concern is how to handle situations where there is missing or insufficient information on the new citizen ID card.
According to the provisions of the 2023 Identity Card Law, citizens have the right to request a replacement identity card in the following cases:
Vietnamese citizens who have been issued a national identity card must go through the procedure to renew their identity card when they reach the ages of 14, 25, 40, and 60; and to change or correct information regarding their surname, middle name, given name; and date of birth.
Changes in identity; addition of facial and fingerprint information; gender reassignment or gender transition as prescribed by law; errors in information printed on the identity card; at the request of the identity card holder when the information on the identity card changes due to administrative unit reorganization; re-establishment of the personal identification number; at the request of the identity card holder.
In addition, citizens are reissued identity cards when their cards are lost or damaged and unusable; and are allowed to regain Vietnamese citizenship in accordance with the law on Vietnamese citizenship.
Regarding the procedures for issuing and reissuing identity cards , the process for regaining Vietnamese citizenship and replacing cards is carried out according to the regulations in Article 23 of the 2023 Identity Card Law. In the case of reissuing a card due to damage, citizens can register online.
The head of the identity card management agency of the Ministry of Public Security has the authority to issue, renew, and reissue identity cards. Within 7 working days from the date of receiving complete documents as prescribed by the 2023 Identity Card Law, the identity card management agency must issue, renew, or reissue the identity card.
Regarding the place for issuing or reissuing identity cards, it is the identity card management agency of the district, town, or city police department within a province, or the identity card management agency of the provincial or city police department where the citizen resides.
The identity card management agency of the Ministry of Public Security handles cases decided by the head of the identity card management agency of the Ministry of Public Security.
If necessary, the identity card management agency specified in Clauses 1 and 2 of Article 27 of the 2023 Identity Card Law shall organize the procedures for issuing identity cards at communes, wards, towns, agencies, units, or at the citizen's place of residence.
Regarding citizens' places of residence, according to the 2020 Residence Law, a citizen's place of residence includes both permanent residence and temporary residence. Meanwhile, according to Clause 1, Article 10 of Circular 59/2021/TT-BCA, the place for registering for the re-issuance of citizen identification cards is stipulated as follows:
Citizens should go directly to the competent police agency in their place of permanent or temporary residence to request the issuance, exchange, or re-issuance of a Citizen Identity Card.
Therefore, according to the 2023 Identity Card Law, citizens who want to have their identity card reissued are not required to go to the place where the card was previously issued, but can choose the competent authorities in their place of permanent or temporary residence.
