
In his opening speech, Prime Minister Pham Minh Chinh stated that we are in a period of acceleration and breakthrough to complete the goals and targets in 2025 and the entire term. In particular, the real estate market is an important channel for capital mobilization and allocation, with great spillover effects to other economic sectors, contributing to promoting the country's rapid and sustainable growth and development.
The Prime Minister emphasized that investing in social housing is investing in the development of society and the country; is one of the key tasks of the 2025-2030 period, is a "double lever" to both solve housing problems for people, ensure social security, promote growth, and create jobs for people.

The Prime Minister said that, implementing the project of 1 million social housing apartments, up to now, the whole country has 696 social housing projects being implemented with a scale of more than 637,000 apartments, of which more than 128,600 apartments have been completed. Since the beginning of 2025, over 123,000 apartments have been invested in construction; nearly 62,000 apartments have been completed.
However, the real estate market still faces many difficulties and shortcomings. Housing prices, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang, etc., are still much higher than people's income. The progress of implementing some social housing projects is still slow. The allocation of 20% of land fund for social housing in commercial housing projects has not been seriously implemented. Some localities have not really paid attention to reviewing subjects to buy, rent, or rent-to-own social housing, and there are still negative situations, causing public outrage.
Emphasizing the need for all to be open and transparent, the Prime Minister requested relevant ministries, branches, and especially localities to strictly control this issue, especially the Ministry of Public Security to direct forces to grasp the situation, immediately handle law violators, prevent negativity, and not distort a very humane policy of the Party and State.
Regarding the progress of social housing projects, the Prime Minister requested the Ministry of Construction to clearly report on the slow investment procedures for social housing projects, clarify the causes and obstacles. The Prime Minister raised the issue of building a common investment and construction process and procedures nationwide (from planning, site clearance, investment and construction procedures) to shorten the preparation time for social housing investment and construction from 3-6 months. Along with that, it is necessary to arrange clean land for social housing, both for localities and enterprises; have policies to mobilize and encourage enterprises to participate, at the same time, enterprises must also promote national sentiment, compatriotism, responsibility to the country, to the people, responsibility to the poor and the disadvantaged.
Regarding enhancing transparency, preventing negativity, hoarding, price inflation, speculation, and profiteering in the approval, purchase, sale, and rental of social housing, the Ministry of Construction has drafted a Prime Minister's Directive on this issue.
The Prime Minister also requested the State Bank to report on the disbursement results of the VND145,000 billion credit package for social housing.
