This is the second consecutive meeting, after the meeting on October 11, the Steering Committee continues to focus on discussing breakthrough development of social housing.

Attending the meeting, which was connected online from the Government headquarters to localities, were leaders of ministries, branches, central agencies, provinces, cities, representatives of corporations, enterprises, and commercial banks.

In his opening speech, Prime Minister Pham Minh Chinh stated that the viewpoint of our Party and State is to make progress, social justice, and constantly improve people's lives; not to sacrifice social justice, progress, or social security to pursue mere growth; and to ensure citizens' right to housing. In particular, housing development is an important pillar of social security policy and promotes socio-economic development;

We are in a period of acceleration and breakthrough to complete the goals and targets in 2025 and the entire term. In particular, the real estate market is an important channel for capital mobilization and allocation, with great spillover effects to other economic sectors, contributing to promoting rapid and sustainable growth and development of the country.

In recent times, the Party, the State, especially the National Assembly and the Government have been gradually removing difficulties in terms of institutions, legality, capital sources, land funds, and administrative procedures for projects; improving the supply of social housing, especially for low-income earners, workers, and laborers... We consider "investment in social housing as investment in the development of society and the country"; as one of the key tasks of the 2025-2030 period, as a "double lever" to both solve housing problems for people, ensure social security, and promote growth and create jobs for people.

The Prime Minister said that since the beginning of the term, the Government and the Prime Minister have issued 22 resolutions, 16 directives, and many dispatches related to the real estate market and social housing development, achieving very positive results.

Implementing the Project of 1 million social housing apartments, up to now, the whole country has 696 social housing projects being implemented with a scale of more than 637,000 apartments, of which more than 128,600 apartments have been completed. Since the beginning of 2025, over 123,000 apartments have been invested in construction; nearly 62,000 apartments have been completed.

However, the real estate market still faces many difficulties and shortcomings. Housing prices, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang, etc., are still much higher than people's income. The progress of implementing some social housing projects is still slow, although the National Assembly has issued Resolution 201 and the Government has issued Decree 192. The allocation of 20% of land fund for social housing in commercial housing projects has not been seriously implemented.

The Prime Minister also pointed out that some localities have not really paid attention to the approval of subjects to buy, rent, and rent-to-own social housing, and there are still negative situations, causing public outrage. Emphasizing the need for all to be open and transparent, the Prime Minister requested relevant ministries, branches, and especially localities to strictly control this issue, especially the Ministry of Public Security to direct forces to grasp the situation, immediately intervene to handle law violators, prevent negativity, and not to distort a very humane policy of the Party and State.

The Prime Minister requested the Ministry of Construction to report, ministries, branches and localities to review and re-examine the implementation of assigned tasks, clearly state what has been done; what is still slow to be implemented; clarify responsibilities, especially with the leaders, for what is still slow and unfinished; what is still stuck, and key solutions to remove them.

Regarding the progress of social housing projects, the Prime Minister requested the Ministry of Construction to clearly report on the slow investment and construction procedures for social housing projects, and to clarify the causes and obstacles. "Is it possible to develop a unified investment and construction process and procedures nationwide (from planning, site clearance, investment and construction procedures) to shorten the preparation time for investment and construction of social housing by 3-6 months?", the Prime Minister said.

Along with that is the arrangement of clean land funds, in fact, localities have been very proactive in this matter, however, not many large enterprises have proactively proposed to use their clean land funds to invest in social housing projects. The Prime Minister raised the issue of what policies are needed to mobilize and encourage enterprises to participate, at the same time, enterprises must also promote national sentiment, compatriotism, responsibility to the country, to the people, responsibility to the poor and disadvantaged.

Regarding enhancing transparency, preventing negativity, hoarding, price inflation, speculation, and profiteering in the approval, purchase, sale, and rental of social housing, the Ministry of Construction has drafted a Prime Minister's Directive on this issue. The Prime Minister requested delegates to provide specific comments on the draft Directive.

Regarding credit policy towards social housing development, the Prime Minister requested the State Bank to report on the disbursement results of the 145,000 billion VND credit package for social housing (good and bad aspects, causes, solutions).

The Prime Minister asked the delegates to promote the spirit of responsibility, proactiveness, creativity, decisive action, concise, clear and focused speeches in the spirit of "6 clear": clear people, clear work, clear responsibility, clear progress, clear authority, clear results; speak frankly, speak truthfully, speak to the point, to find real solutions, do real work, real efficiency, so that people can truly enjoy. The State creates, enterprises must take the lead, the public and private sectors must work together, develop a healthy and sustainable real estate market, contribute to stabilizing the macro economy, ensuring social security, a rich and strong country, and happy people.

The Government Electronic Information Portal will continue to update information about the meeting.
