Speed up the progress of arranging and handling houses and land after the arrangement

The Prime Minister requested to speed up the progress of arranging and handling housing and land facilities.

The telegram stated that the number of surplus real estate facilities that need to be further handled is still large, requiring strong and effective leadership, direction, and organization of implementation by Party committees and authorities at all levels.

Chairmen of People's Committees of provinces and cities direct the strict implementation of the conclusions and directions of the Politburo and the Secretariat on the requirements to review, develop plans for management, use, and handling of headquarters and public assets after the reorganization of the apparatus and administrative units at all levels, ensuring compliance with regulations, efficiency, and no omissions, losses, waste, or negativity.

Localities shall arrange, allocate, and handle housing and land facilities to ensure physical facilities (headquarters) for the apparatus according to the new model and the activities of cadres, civil servants, public employees, and workers are carried out normally, without interruption, without affecting the provision of public services and the settlement of administrative procedures for people and businesses.

The process of prioritizing for medical purposes, education and training, culture, sports, commune police headquarters and other public purposes, ensuring efficiency, compliance with local planning and State laws.

In case there is still surplus, there must be a plan to put it into exploitation and use to serve socio-economic development goals, ensuring strict economic efficiency, compliance with legal regulations, and avoiding loss and waste.

Surplus housing and land facilities after being prioritized for the above purposes and put into exploitation and use to serve socio-economic development goals (through land allocation and land lease according to land law) must be in accordance with land use planning.

The Ministry of Finance continues to strengthen inspection, urging, and guiding localities in arranging, organizing, and handling headquarters and public assets after restructuring the apparatus and administrative units, ensuring compliance with the direction of competent authorities and legal regulations; publicly disclose information on the progress of arranging and handling headquarters and public assets of each locality.
