Preventing conflicts of interest in personnel work - a solution for the apparatus to operate effectively

The revolution in streamlining the apparatus and implementing the 2-level local government model is a historical mark in the 2020-2025 term of the Party and Government. This policy has helped the apparatus become more streamlined, effective and efficient, gradually shifting from administrative management to serving the people and creating development.

In less than 8 months, since the Politburo held a conference to disseminate and summarize the implementation of Resolution 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the Standing Committee, the Board of Directors and the entire banking sector have been united, unified, unanimous, highly determined, closely following the direction of the Central Steering Committee, the Steering Committee of the Government, the Steering Committee of the banking sector, effectively implementing the revolution of streamlining and restructuring the apparatus. The Party Committee of the State Bank of Vietnam has ensured the absolute, direct, comprehensive, unified and consistent leadership and direction of the Party Committee with 35 meetings regardless of day or night, 5 online conferences of the entire sector and 13 post-reorganization supervision and inspection delegations directly headed by the Governor and Deputy Governor.

With a scientific , methodical, objective, comprehensive and effective approach, the State Bank has quickly and promptly transformed from a Party Committee model without comprehensive leadership to a Party Committee model with direct and comprehensive leadership and promptly completed the Standing Committee, Executive Committee, inspection committee, and specialized staff apparatus to meet the leadership and direction requirements of the Party Committee in the new situation.

The State Bank is one of the first ministries and branches to complete the restructuring project, putting the new organizational structure with an operating technology system into continuous, safe, smooth and effective operation from March 1, 2025, sharply reducing 60% of internal units and 17.8% of staff.

The State Bank has completed the Decree regulating the functions, tasks, powers and organizational structure of banks, ensuring the reduction of intermediary levels, no duplication, no overlap, no omission of tasks and fully and comprehensively promoting the position, role, functions and powers of the State Bank after the reorganization. 10 departments and agencies of the Central Bank organized effective operations, taking the lead and pioneering in innovation immediately after the reorganization. 15 regional State Banks operated in a highly interconnected, synchronous and unified manner with the two-level local government system, in accordance with the development of dynamic economic zones, economic corridors and economic regional linkages, ensuring that the State Bank of Vietnam continues to support and accompany the promotion of local economies to develop rapidly, strongly and sustainably.

100% of public services are online, without congestion, without interruption, and absolutely without affecting people, businesses, and credit institutions. This is proof that the banking industry has been proactive, pioneering, leading, and substantial in digital transformation, administrative reform, and implementing the lean revolution.

The number of cadres and civil servants directly affected by the reorganization process accounts for 88.8%, of which up to 20% are in leadership and management positions. With a very careful, open, objective, equal, transparent working method, absolutely complying with regulations on controlling power, preventing conflicts of interest in personnel work, without exception, without forbidden areas, without special circumstances, it has ensured the maximum rights and legitimate interests of cadres and civil servants after the reorganization, contributing significantly to the effective, efficient, safe and smooth operation of units.

The above results, according to Ms. Tran Thu Huyen, Party Cell Secretary, Director of the Department of Organization and Personnel of the State Bank, are thanks to the high unity in thinking, awareness, action and the decisive and timely direction of the Party Committee Standing Committee, the Board of Directors, the Steering Committee, especially the high role and responsibility of the Party Committee Secretary, the Governor, the Head of the Steering Committee, the Deputy Governors, the members of the Steering Committee, the heads of Party Committees and units in the whole industry; the proactiveness and responsibility of the standing advisory agency, the spirit of self-awareness, seriousness and high consensus of Party organizations and Party members, the sharing and companionship of credit institutions and enterprises in the industry.

The State Bank is the only sector among 17 ministries and sectors that has a general inspection and supervision department that has been reorganized into 3 departments and 1 of the 3 ministries and sectors continues to perform the function of industry inspection. Reorganizing 15 regional State Banks. The above achievements are the special attention, recognition and sharing of the Central Steering Committee, the Steering Committee of the Government, the Prime Minister , the determination of the banking sector, and at the same time demonstrate the important role, position and lifeline of the banking sector in the economy, in the organizational structure of the Government and the political system.

In order for the revolution of streamlining the organizational apparatus to achieve better results, the Secretary of this Party cell proposed to continue promoting the role and responsibility of exemplary and resolute Party leaders in changing thinking from administrative management of cadres and civil servants to proactive and effective strategic management. Building and developing culture, innovation, mastering technology, creating motivation, inspiration, arousing the desire to contribute, and pride in the industry so that the team can rise above and overcome all challenges are the fundamental tasks and solutions.

She also said that it is necessary to strictly comply with power control, prevent conflicts of interest in personnel work, strengthen inspection, supervision, grasp emerging issues, and prevent new complex problems from occurring. Promote administrative reform and digital transformation to comprehensively optimize the program of activities, facilities, financial resources, and increase financial autonomy after the arrangement. Timely honoring and recognizing units, collectives, and individuals who effectively implement Resolution 18-NQ/CP is a key and priority task, solution.

Along with that, strongly innovating the work of evaluating the effectiveness of units and individuals to screen and streamline cadres and civil servants who do not meet the requirements of the task, proactively identifying talents from afar and early on, and strongly reforming the work of recruiting and attracting talents and highly qualified experts, contributing to consolidating and proactively building a streamlined and strong cadre team at all levels, especially strategic cadres of the banking industry who are exemplary in ethics, intelligence, and outstanding in results is a breakthrough task and solution.
