According to Mr. Doan Xuan Tiep, chairman of the school board of Kinh Bac University, the recent controversies have led some staff and lecturers to resign because they disagree with the school's working methods. Students and parents are very worried.
The school board chairman is accused of using a fake diploma.
Previously, Mr. Doan Xuan Tiep was accused by Ms. Nguyen Thi Tuyet Hong, vice chairman of the school board, of using an illegal diploma.
Specifically, Ms. Hong suspected that Mr. Tiep did not attend school but was awarded a university degree. Ms. Hong requested the University of Mining and Geology to verify the university graduation certificate number 00107535, registration number SD50-76 dated May 4, 2010, under the name Doan Xuan Tiep.
On June 12, 2023, the University of Mining and Geology issued document No. 455/MDC-DTDH confirming: "Mr. Doan Xuan Tiep, born on May 19, 1950, did not study at the University of Mining and Geology and his name is not listed in the original register of university graduation certificates issued by the university, based on the information recorded on the attached university graduation certificate provided by the company (Hong Ngoc Handicraft Co., Ltd.)…".
Speaking to Tuoi Tre Online , Mr. Doan Xuan Tiep stated that he and Ms. Hong are husband and wife, and affirmed that he only studied up to the 7th grade out of 10, did not graduate from high school, did not attend university, and has never seen any diplomas that Ms. Hong possesses.
"Around 2012 or 2013, Ms. Hong and I went to the Philippines to study for our master's degrees. I didn't know much about the paperwork, procedures, tuition fees, or airfare; Ms. Hong arranged everything. I'm 74 years old, so what use would a degree be to me?" Mr. Tiep said.
According to Mr. Tiep, during the course of their work, they observed that Ms. Hong exhibited weaknesses in professional expertise and financial management skills. As part of their annual personnel review plan, Chan Thien My Co., Ltd. sent a letter to the Academy of Finance requesting an investigation and review of the granting of the Bachelor of Business Administration degree to Ms. Nguyen Thi Tuyet Hong.
On January 10, 2024, the Academy of Finance responded in writing with document number 42, confirming that no business administration degree, serial number A048758, was awarded to Ms. Nguyen Thi Tuyet Hong in 2000.

Due to these controversies, several staff members have now resigned, causing great concern among students and parents.
"For the 2023-2024 academic year, the enrollment target was 2,700 students, but only about 700 were admitted. To date, some students have dropped out, which is the most regrettable thing and affects the school's image," Mr. Tiep said.
Reporters from Tuoi Tre newspaper have repeatedly contacted Ms. Nguyen Thi Tuyet Hong, vice chairman of the school board of Kinh Bac University, to schedule a meeting but have received no response.
Is the school's seal being stolen?
According to the legal representative of Chan Thien My Co., Ltd., on February 26, the company issued a notice regarding the temporary suspension of Ms. Nguyen Thi Tuyet Hong from her position as Vice President of the Board of Directors of Kinh Bac University and related activities due to violations related to the forgery of the company's seal, the unauthorized issuance of documents that violate the organizational and operational regulations of Kinh Bac University, and legal provisions.
Subsequently, Ms. Hong appointed Ms. Dao Thi Bich Thuy to the position of Vice Principal of Kinh Bac University and Chief of Office. The head of the company argued that Ms. Thuy was unqualified, had a long criminal record, and that this violated organizational regulations and legal provisions.
On April 10th, Chan Thien My Co., Ltd. issued a decision to dismiss Ms. Nguyen Thi Tuyet Hong from her positions as vice chairman of the school board, member of the school board, and head of the finance committee.
However, on April 25th, Ms. Nguyen Thi Tuyet Hong, acting in her capacity as vice-chairperson of the school board, signed Decision No. 39/DHKB/QD-HDT, unilaterally recognizing herself as chairperson of the school board, which was outside her authority and contrary to the law.
On the afternoon of August 24th, during an inspection, Mr. Doan Xuan Tiep discovered that the school's seal had been moved out of the document archiving department, away from its designated storage location, and proceeded to draw up a report.
On the same day, the company issued a notice regarding the illegal seizure of Kinh Bac University's seal, requesting Ms. Hong and Ms. Thuy to return the seal to Kinh Bac University, but to date the seal has not been returned.
On September 12th, Chan Thien My Co., Ltd. issued a decision to revoke the decisions signed and issued by Ms. Nguyen Thi Tuyet Hong and Ms. Dao Thi Bich Thuy, which were made without proper authority and contrary to legal regulations.
Specifically, the list of revoked decisions includes Decision No. 94 dated September 11, 2024, on the dismissal of Mr. Nguyen Van Hoa from the position of Rector of Kinh Bac University; Decision No. 96 dated September 11, 2024, on assigning Ms. Dao Thi Bich Thuy to be in charge of the overall management and operation of Kinh Bac University; and Decision No. 1099 dated September 12, 2024, on the assignment of duties to the Vice Rectors at Kinh Bac University.
According to the company's legal representative, Ms. Hong has recently obstructed and prevented the principal from fulfilling his duties of reporting as required by the Ministry of Education and Training , and directed the seizure and use of the Kinh Bac University seal in violation of the law.
At the same time, they arbitrarily suspended the school principal from his duties in violation of the law and regulations.
What did the school principal say?
Speaking to Tuoi Tre Online on the morning of September 21, Mr. Nguyen Van Hoa, the principal of Kinh Bac University, said that in August 2024, representatives from the university's organization, administration, and management department conducted an inspection of the university's legal seal storage area. However, at the time of the inspection, the team discovered that there was no legal seal of Kinh Bac University in the seal storage cabinet.
"Currently, the school's leadership only includes Associate Professor Dr. Nguyen Van Hoa as the principal because Mr. Tiep has issued decisions to revoke the wrongful appointment made by Ms. Hong - the vice-chairperson of the school board. Ms. Thuy is also not currently the vice-principal or principal of the school."
"The current chairman of the school board is still Mr. Doan Xuan Tiep. Previously, Ms. Hong issued a decision to dismiss Mr. Tiep from the position of chairman of the school board, but this decision did not follow the school board's procedures; no dismissal meeting or vote was held," Mr. Hoa said.
According to Mr. Hoa, the two investors in the school, Mr. Tiep and Ms. Hong, are a married couple, but they are currently experiencing internal conflicts.
To reassure students and faculty, the school has also issued a notice to all students, faculty, and parents, informing them that this is a matter for the investor and not a school issue.
