Despite having a document bearing the school's seal and signed by responsible individuals, Hanoi University of Business and Technology denies the allegations, claiming that these individuals do not represent the school.


The school signed and stamped the documents, but the wrongdoing was... committed by an individual.

As Thanh Nien Newspaper reported, in 2021 and 2022, Hanoi University of Business and Technology had nominal second degree (VB2) English language programs, but the university was unaware of whether any actual teaching took place. According to an inspection conducted by the university itself, the organization of these VB2 programs was carried out by Ms. Tran Thi Thuy Ha, Deputy Head of the English Department B, and she did not represent the university.

Hanoi University of Business and Technology claims that the entire system was manipulated by one individual to offer "underground" second degree programs.

According to documents obtained by Thanh Nien Newspaper, the decisions recognizing the admission of the aforementioned second degree programs were signed by the Vice Rector in charge of training, Professor Vu Van Hoa. However, the school also claims that these decisions were signed by Professor Hoa himself "without authorization from the Rector." The Inspection and Legal Affairs Department of the school concluded: "these admission decisions are invalid."

The school also acknowledged that 14 full-course transcripts were issued to students in class VB2.12 and one full-course transcript was issued to students in class VB2.13 (all signed by a Deputy Head of the Training Management Department); there was a list of exam scores for the VB2.12 class signed by Ms. Ha and for the VB2.13 class signed by Mr. Hoa. However, the school claims that these transcripts are invalid.

Regarding the fact that another leader of the Training Management Department also signed graduation certificates for class VB2.12 (for 3 cases) and signed confirmation of completion of the VB2.13 program (for 1 case), the school also stated that these certificates are invalid.

The school claims that Ms. Ha was in charge of organizing the end-of-semester exams and evaluating the graduation theses for the aforementioned second-degree programs (in coordination with several other lecturers). Mr. Hoa's signing of the establishment of the functional committee to assist the end-of-semester exam council for several semesters and signing of the exam schedule was due to Ms. Ha's influence.

"If you paid tuition to someone, find that person and demand the money back."

According to Hanoi University of Business and Technology, all matters related to the second degree programs in English language offered at the Vu Trong Phung and Nguyen Duc Canh campuses from the 2020-2021 academic year to the present (VB2.12, VB2.13, VB22.1) were initiated by Ms. Tran Thi Thuy Ha, acting under the name of the English Department B, to connect with the two campuses for student recruitment. Ms. Ha also presided over the organization of these second degree programs and involved several individuals from the university in various stages of the recruitment and training process. Therefore, Ms. Ha and the individuals involved must bear responsibility.

According to Hanoi University of Business and Technology, the signing of transcripts, graduation certificates, and certificates of completion for second degree programs by Mr. Le Van Sac and Mr. Nguyen Van Hoc (heads of the university's Training Management Department) was a personal matter of these two individuals and did not represent the university. Therefore, the university considers these documents invalid and unrecognized, despite bearing the university's seal.

When proposing a solution for the students, the school's Inspection and Legal Affairs Committee suggested that if those in the second degree programs wanted to receive their degrees from the school, they should resubmit their applications and repeat the entire enrollment and training process from the beginning.

Regarding the tuition fees that students have paid, the committee affirmed: "The school does not organize classes, collect, manage, or use tuition fees for second degree programs. Therefore, students who want to resolve any issues related to their rights, including tuition fees, need to work directly with the individuals or institutions that opened the classes, organized the training, and collected tuition fees to resolve this matter."

Reportedly, this is not the first time the Hanoi University of Business and Technology has been involved in controversies regarding illegal enrollment and training. Previously, in 2020, the university illegally enrolled and trained thousands of students in the pharmacy program. At that time, the university admitted its wrongdoing and promised to refund the money to the students.

But this time, the school shifted all the blame onto a few individuals, primarily to deny owing billions of dong to the students, and also to evade legal responsibility.
