From aspiration to action

The 14th National Congress of the Party has concluded, ushering in an era of national progress. In Tuyen Quang, a former revolutionary base and a frontier of the Fatherland, this spirit is not only reflected in resolutions but is also crystallizing into concrete actions. With this new mindset, Tuyen Quang is striving to achieve its goal: becoming a relatively developed, comprehensive, and sustainable province in the northern mountainous region.

"We only talk about moving forward, not backward."

The 14th National Congress was not only a political milestone, but also a resounding "trumpet call to arms." Immediately after the Resolution spread, a new wave of vitality erupted powerfully in the revolutionary homeland of Tuyen Quang. From the high mountains of Lung Cu, Xin Man, Lam Binh, and Na Hang to the towns and villages in the lowlands, the spirit of "only discussing action, not retreating" became the guiding principle for all actions.

Looking at the province's "map" of action, the brightest highlight is the breakthrough in transportation infrastructure – a sector identified as the "lifeline" paving the way for all development. On the inter-regional expressway construction sites, the atmosphere of working through the night and holidays has become a familiar sight. Long bridges, like outstretched arms of aspiration, connect Tuyen Quang with the most dynamic economic hubs in the country.

At Package 19, undertaken by Truong Son Joint Stock Company, the work atmosphere is "fiery," like a major campaign. Mr. Vu Ngoc Oanh, the project commander, shared with high determination: "We are determined to eat quickly, sleep urgently, and stay at the construction site. Every meter completed early is not just a number on the report, but a new opportunity opened up for our people." This rapid pace is evidenced by the numbers: 241 machines and nearly 300 engineers and workers have simultaneously deployed 17 construction teams. The goal of completing the first 10 km of asphalt paving to celebrate the 96th anniversary of the founding of the Party is gradually approaching. The entire 23 km route is expected to be completed by the upcoming May 19th birthday of President Ho Chi Minh – a meaningful gift offered to him from the land of the revolutionary cradle – Commander Oanh affirmed.

A wave of technological innovation is sweeping through factories. Ms. Do Thi Bach Tuyet, General Director of Woodsland Tuyen Quang Joint Stock Company, stated that the company has boldly installed an automated robotic system. With speeds twice as fast as human labor and maximum accuracy, production is expected to increase by 20-30%, directly contributing to the province's double-digit economic growth target.

In agriculture, a "standards revolution" is helping specialties like Shan Tuyet tea, Soi Ha pomelo, and Ham Yen mandarin oranges confidently reach the world market. Mr. Pham Manh Duyet, Director of the Department of Agriculture and Rural Development, affirmed that, in addition to the 7 OCOP products already exported, the sector is currently testing 12 more new products to conquer the US market. The image of Tuyen Quang farmers skillfully livestreaming and promoting agricultural products across borders is proof of their integration into the digital age. They are gradually becoming true "agricultural entrepreneurs," bringing intelligence to the fields and technology to their villages.

For aspirations to materialize, the human factor is decisive. The province has been implementing a comprehensive reform in personnel management in accordance with the spirit of the Congress: selecting the right people, assigning the right tasks, and evaluating performance based on results.

According to a report by the Provincial Party Committee's Organization Department, from July 2025 to the present, the province has deployed 108 provincial-level officials to assume key positions at the grassroots level; at the same time, it has flexibly transferred 185 officials to balance resources among localities. The presence of sharp-thinking officials from the provincial level at the grassroots level has immediately created a new dynamism, transforming the governance method from "administrative command" to "service and creation".

Comrade Lo Mui Han, Chairman of the People's Committee of Yen Thanh commune, shared: "In the new context, commune officials like me cannot sit and wait for directives but must integrate with the people. When officials convey the spirit of innovation to each village, creating closeness and trust, the people will wholeheartedly implement the policies of the Party and the State. The clearest evidence is that Yen Thanh has successfully resolved the administrative 'bottleneck' that was a weakness of the locality. With over 99% of dossiers resolved ahead of schedule, the level of people's satisfaction reaching the maximum score, the commune has risen to the 1st position out of 124 communes and wards in the entire province in the index of leadership, management and evaluation of the quality of service to people and businesses in carrying out administrative procedures and public services in real time on the electronic environment."

This progress was made possible thanks to the close supervision of the Provincial Party Standing Committee. Members of the Standing Committee and the Provincial Party Committee regularly inspected and directly listened to the people, enabling the commune-level government apparatus to adapt flexibly to the new organizational model. Mr. Hoang Van Manh, from Hamlet 31, Thai Son Commune, happily shared: "The streamlined apparatus, capable officials, and closer connection with the people have created trust among the people. Everyone is united in implementing policies to enjoy the best benefits."

Extensive reforms in personnel management and administrative procedures reform have been implemented simultaneously. According to the Provincial People's Committee report, the province has issued two Decisions approving plans to simplify 1,621 administrative procedures, including simplifying the implementation process for 85 procedures; simplifying the required documents by using data for 547 procedures; and reducing the processing time for these procedures by 30%.

Looking ahead to 2026-2030, the goal of making Tuyen Quang a breakthrough is no longer a distant one. The strength of the people's will, combined with the Party's ideology, has created an inexhaustible source of energy. A new, modern, and civilized Tuyen Quang, yet still rich in its unique identity, is clearly emerging. Today's actions are a firm affirmation of a bright future for the "Capital of Resistance" in the era of national progress.
