It's about listening and understanding together; sharing a vision and taking action together; working together, enjoying together, winning together, and developing together, aiming towards "new horizons of growth".

All of this is for the development, prosperity, and well-being of the world, for a happier and better life for all people and for humanity as a whole.

Against a backdrop of a world that appears generally peaceful but is plagued by local wars; generally conciliatory but locally tense; generally stable but locally conflict-ridden, the Prime Minister's message on "Three Together" made a strong impression on the 1,700 delegates at the World Economic Forum (WEF) in Dalian and host country China.

This is the third consecutive time the Prime Minister has attended an annual WEF conference, and he is one of only two heads of state/government invited by the WEF and host country China to attend the conference.

From Vietnam's inspiring story to a petition to the world.

At the WEF Dalian Conference – a gathering place for new ideas and new fields that are expected to shape the future of the economy – the Prime Minister delivered a special opening speech at the plenary session.

The Prime Minister's messages consistently adhere to this year's theme: "New Horizons of Growth".

According to the head of government, in order to open up new horizons for growth, the world needs a new approach and mindset of global cooperation, working together to build and strengthen trust and promote dialogue.

The Prime Minister emphasized the need to promote science and innovation to find new drivers of growth. Because science, technology, and innovation are inherently global, they should not be politicized or discriminated against.

Drawing inspiration from Vietnam's story of innovation, integration, and development, he suggested that the WEF and its partners focus on three key areas: building and perfecting market economic institutions; concentrating on developing strategic infrastructure systems; and training and developing human resources, especially high-quality human resources, for new growth drivers, the digital economy, the green economy, and the circular economy.

Vietnam is a dynamic economy, a beacon of economic development, and a leading engine of growth in the region.

In these areas, the Prime Minister suggested that the WEF and its partners promote public-private partnerships, leveraging the pioneering role of leading and guiding the development and economic restructuring process of countries, regions, and the globe.

In particular, Vietnam proposed strengthening international cooperation in policy development, planning, and implementation at the regional and global levels.

The Prime Minister's remarks were highly appreciated by partners and the business community, as evidenced by their enthusiasm, interest, and desire to invest and do business in Vietnam, especially in new sectors.

From strategic vision to concrete collaborative projects

After concluding important multilateral activities in Dalian, the Prime Minister immediately flew to Beijing for bilateral activities with China.

Although this was a working visit, the Chinese side gave the Vietnamese delegation a very respectful and warm welcome.

Prime Minister Pham Minh Chinh held meetings and talks with three key Chinese leaders: General Secretary and President of China Xi Jinping, Premier of the State Council Li Qiang, and Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Huning; and also received Politburo member and Vice Premier of the State Council Zhang Guoqing.

According to observers, the warm reception reflects the importance placed on relations with Vietnam.

With the goal of translating strategic-level understanding and agreements into concrete cooperation programs and projects, Prime Minister Pham Minh Chinh and the Vietnamese delegation had a rich schedule of bilateral activities in a short period of time.

In his exchanges with senior Chinese leaders and meetings with business leaders from the country of over a billion people, the Prime Minister always delves into and clarifies cooperation between the two countries on specific projects, particularly focusing on the core of this working visit: cooperation and development of strategic transportation infrastructure.

The Prime Minister emphasized that Vietnam and China are two countries "with mountains connected to mountains and rivers connected to rivers," therefore developing strategic transportation infrastructure connections is especially important and an objective necessity.

However, government leaders frankly pointed out that the results of strategic transportation infrastructure cooperation have not been commensurate with the potential, strengths, and aspirations of both sides.

To thoroughly resolve the issues, during the visit, the two sides jointly organized a Vietnam-China Cooperation Conference on the development of strategic transportation infrastructure and the role of Vietnamese and Chinese enterprises.

The business leaders that the Prime Minister met with during the visit were all related to the transportation sector, such as Mr. Ton Vinh Khon, Chairman of the Board of Directors of Dalian Railway Rolling Stock Company (CRRC), and Mr. Wang Xiaojun, Vice Chairman of China Power Construction Group (PowerChina)...

The Prime Minister requested that China strengthen cooperation and support Vietnam in terms of preferential capital, advanced technology, human resource training, and smart management in the field of strategic transport infrastructure, especially railways, thereby supporting the formation and development of the railway industry.

He also expressed his desire for more symbolic cooperation projects between the two countries and called on large corporations and enterprises (both state-owned and private) in China to participate in investing, bidding, and constructing large-scale projects in various fields, especially transportation.

The Prime Minister attended the Vietnam-China Transport Development Cooperation Conference and met with business leaders in China's transport and power industries.

Specifically, the Prime Minister proposed the early implementation of three standard-gauge railway connection projects (Lao Cai - Hanoi - Hai Phong; Lang Son - Hanoi; Mong Cai - Ha Long - Hai Phong), with the Hanoi - Lao Cai - Hai Phong line being implemented quickly in the short term; continued coordination in the implementation of urban railway projects in Hanoi and Ho Chi Minh City; and encouragement of Chinese enterprises to participate through the PPP model.

The Prime Minister suggested learning from previous projects, adjusting approaches, innovating thinking, and fostering creativity in leadership, management, and implementation.

All difficulties and obstacles need to be promptly identified and resolved to improve efficiency and effectiveness, avoiding fragmentation, delays, cost overruns, and corruption.

As a result of the visit, specifically in the field of transportation, the two sides agreed to strengthen connectivity between Vietnam's "Two Corridors, One Belt" framework and China's "Belt and Road" initiative, especially in transportation infrastructure.

The leaders of the two countries also agreed to accelerate the connection of railways in the border region and promote cooperation in developing several standard-gauge railway lines in northern Vietnam.

Both sides also agreed to promote high-quality Chinese investment in Vietnam, especially in areas such as transportation infrastructure construction, green economy, digital economy, renewable energy, and clean energy; and to strengthen cooperation in sustainable tourism and training high-quality human resources.

At the end of the conference, the Prime Minister reiterated the "three together" message, expressing Vietnam's commitment to "listening and sharing with businesses."

"Vietnam is ready to share your difficulties so that we can do better together in the coming period, contributing to the implementation of the agreement of the high-level leaders of the two countries in the spirit of a community sharing the future of the two countries, for the benefit of the people of both countries," the Prime Minister emphasized.
