Hai Phong City's administrative reform journey has been a continuous, persistent, and consistent process over the past 13 years. From 2012 to the present, the city has consistently maintained its position among the leading cities nationwide. Notably, 2024 marked the second time the city achieved the top position (after 2021), affirming the stability and depth of its reform approach. Significantly, the city has always closely followed practical realities, using the satisfaction of citizens and businesses as the highest measure of reform effectiveness.
Therefore, it is no surprise that Hai Phong City's Citizen Satisfaction Index (SIPAS) also reached the highest level nationwide: 90.59%. This is the first time the city has topped both of the most important rankings: administrative efficiency and citizen satisfaction. Behind this success lies a drastic transformation from mindset to action throughout the entire system, especially the role of the leaders.
Hai Phong City topped the 2024 PAR Index ranking with a score of 96.17%, a 4.3% increase compared to the previous year.
It is clear that, from the City Party Committee and the City People's Committee to each department, agency, district, ward, and commune, Hai Phong has implemented many profound reforms in its leadership and management methods. The city has boldly decentralized power and delegated authority along with responsibility, increasing the proactive role of grassroots units; at the same time, it has decisively and effectively implemented the streamlining and reorganization of the apparatus in accordance with Resolution 18-NQ/TW, ensuring effective management and closeness to the people, with dedicated service.

Not only has Hai Phong city reformed traditional administrative processes and procedures, but it has also strongly emerged as one of the pioneering localities in building e-government and comprehensive digital transformation. The impressive figures clearly demonstrate this revolutionary change: 100% of documents exchanged between administrative agencies are conducted entirely electronically; all three levels of government are interconnected and synchronized with 23 data systems of central ministries and agencies; the rate of online applications throughout the entire process exceeds 90%; online business registration reaches 100%, electronic tax declarations exceed 99%, and green channel customs clearance takes only 1-3 seconds.
Hai Phong City has come a long way, but the journey of reform never stops. With the foundation already built and the determination proven, the port city has reason to believe in a future that is not only smart but also livable and sustainable. Because when the government truly puts the people and businesses at the center, uses technology as a breakthrough tool, and leaders dare to take responsibility, there are no limits to development. With what it has achieved and is achieving, Hai Phong City is not only a leading locality but is also writing a model of reform for the whole country: modern, efficient, and humane.
Behind these impressive figures lies a shift in service mindset. An official from the city's Public Administrative Service Center shared: "Previously, people coming to complete procedures often had to bring a whole stack of documents and wait for hours. Now, it only takes a few clicks. The workload is greater, but we clearly see the value of the reform."
Now, citizens and businesses can complete a range of important administrative procedures with just a few clicks, saving time, costs, and effort. Transparency, openness, and convenience are elevated to a new level, contributing to the creation of a transparent, attractive, and friendly business environment.
In particular, Hai Phong has implemented nearly 50 models to support citizens and businesses in submitting administrative documents, especially those requiring full-process procedures. As a result, in 13 out of 32 agencies, the rate of valid applications on the first attempt reached 100%, while the majority achieved 95% or higher. The city also successfully organized a dialogue between the City Party Committee leaders and nearly 600 FDI enterprises to promptly address difficulties and obstacles, demonstrating a proactive approach and a spirit of partnership with businesses. Support for investors via Zalo and AI-powered information responses have also been strongly implemented, showcasing the dynamism and flexibility of the city government in the digital age.
Strong administrative reform efforts have yielded fruitful results not only in the administrative sector but also contributed to remarkable achievements during the đổi mới (renovation) period. In 2024, overcoming difficulties and challenges, Hai Phong city became the first and only locality in the country to achieve double-digit growth for 10 consecutive years; attracting US$4.7 billion in FDI in 2024 (2.35 times the planned target). In the context of the city's decisive implementation of the restructuring and merger of departments and agencies, GDP in the first quarter of 2025 increased by 11.07%, although not yet reaching the annual target, it was higher than the average of previous years; it is expected to reach and surpass the annual target (12.5%).
