The Provincial People's Council has passed a resolution on the policy of reorganizing administrative units at the commune level in Tuyen Quang province, reducing the number of communes, wards, and towns from 137 to 51, a reduction rate of 62.77%.
The Provincial People's Council also passed a resolution on the policy of merging the administrative units of Tuyen Quang province and Ha Giang province, under the name Tuyen Quang province, with the political and administrative center located in Tuyen Quang city, Tuyen Quang province today. The area after the merger is 13,795.51 km² , and the population is 1,865,270 people.

In her address at the session, Comrade Ha Thi Nga, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Tuyen Quang province, emphasized that the reorganization of administrative units and streamlining of the organizational structure according to the two-tiered local government model is not only a revolution in organization, but also a historical opportunity and a fundamental solution to proactively overcome challenges and create a new development space.
At the same time, the aim is to build a truly efficient, effective, and effective administrative apparatus, improving the quality of public services for citizens and businesses.
This is a powerful driving force for successfully achieving socio-economic development goals, improving the material and spiritual lives of the people, and building a new Tuyen Quang province that develops rapidly and sustainably.

The comrade suggested that all levels and sectors, immediately after the session, should focus on thoroughly disseminating and promoting the resolutions passed by the Provincial People's Council, and develop plans for their decisive and effective implementation. In particular, regarding the reorganization of administrative units, attention must be paid to effectively carrying out political and ideological work.
In addition, ensure the full and timely implementation of policies and regulations for affected officials; and ensure that the new system operates smoothly and effectively from the very first days.
At the same time, continue to effectively implement the goals and tasks of socio-economic development, ensuring national defense and security, and building the Party and political system for the second quarter and the whole year of 2025.
The Provincial People's Council will continue to play its supervisory role in the implementation of resolutions passed at the session, especially the process of administrative unit reorganization, the resolution of policies and regulations, and the stabilization of organizations and people's lives. Immediately after the provincial merger, the new Provincial People's Council must be restructured to meet the requirements and tasks for the remainder of the term.
At the session, delegates also reviewed and approved many important resolutions on issues such as: adjusting and allocating the budget, public investment capital, national target programs; regulations on land, public assets, and tuition fees.
The session also dismissed seven members of the Provincial People's Committee for the 2021-2026 term due to being assigned to other positions by competent authorities or retiring.

Concluding the session, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Tuyen Quang Provincial People's Council, requested that the Provincial People's Committee, all levels, sectors, and localities pay attention to and focus on completing all relevant documents and files for submission to the Ministry of Interior for appraisal and then to the Standing Committee of the National Assembly for consideration and decision.
At the same time, develop a plan for implementing the resolution with specific requirements, clearly defining responsibilities, tasks, timelines, and accountability; direct and coordinate the synchronized implementation of solutions to stabilize the morale of cadres, Party members, and the people, helping people quickly adapt to the new administrative unit.
In addition, review the mechanisms and policies already issued when there are changes in the authority of provincial and commune levels in the fields of planning, finance, budget, and investment to ensure that the authority is in accordance with the delegated powers and responsibilities.
Implement the arrangement, placement, and utilization of cadres, civil servants, and public employees to ensure that job requirements are met, while also effectively implementing policies and regulations for those affected.
In particular, attention should be paid to implementing administrative procedures arising after the reorganization of administrative units, especially in essential areas such as civil registration, land, finance, social insurance, health, and education, in order to ensure the legitimate rights of citizens and organizations, and to ensure the smooth, effective, and efficient operation of the administrative apparatus, preventing work disruptions, ensuring no gaps in tasks, areas, or fields, and avoiding any impact on the normal activities of agencies, units, organizations, and the people.
