The Provincial People's Committee is handling the project that is behind schedule.

The Provincial People's Committee held a meeting to hear reports on the situation and proposed solutions for outstanding and problematic projects in the province.

Comrade Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, and Comrade Nguyen Hong Linh, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, presided over the meeting; also in attendance was Comrade Duong Tat Thang, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee.

According to the Department of Finance's report, there are currently 175 outstanding projects in the province that require focused attention and resolution. Of these, 125 projects have investment policies decided or investment registration certificates issued by the provincial level; and 50 projects have investment policies decided by the district-level People's Committees.

Leaders of the People's Committee of Ha Tinh province chaired a meeting on handling delayed and stalled projects in the area.

The delays in project implementation are due to investors not focusing on completing the necessary paperwork; difficulties in land compensation and clearance, and in capital mobilization. Some projects are delayed after land allocation. In addition, some projects involve investors constructing buildings without land lease or constructing certain project components in violation of planning regulations…

Representatives from Ha Tinh city spoke, highlighting the difficulties in implementing the project and proposing solutions.

At the meeting, representatives from departments, agencies, and localities reported to the Provincial People's Committee on outstanding projects and obstacles arising from local and unit-level investment policy decisions; they outlined the existing problems, difficulties, obstacles, causes, and proposed solutions.

Concluding the meeting, Mr. Vo Trong Hai, Chairman of the Provincial People's Committee, emphasized: Allowing projects to remain stalled, problematic, or behind schedule will cause significant waste and losses in public investment. Therefore, departments, agencies, and localities with projects facing obstacles or delays need to inspect, review, and identify which projects are affected, which timeframe they belong to; determine the causes of the obstacles and delays; assign specific responsibilities to relevant organizations and individuals; and focus on resolving and definitively addressing these issues .

Chairman of the Provincial People's Committee Vo Trong Hai emphasized the need to review and definitively resolve all obstacles, assigning specific responsibilities to each unit.

In cases where the issue is beyond their authority, they should proactively consult with relevant departments for guidance on how to handle it. For issues requiring adjustments to the investment policy, they should guide the investor in completing the procedures and submitting them to the Department of Finance for consideration and processing according to regulations .
