Today (May 2nd), Minister of Home Affairs Pham Thi Thanh Tra signed submission No. 1980/Ttr-BNV to the Government regarding the reorganization of commune-level administrative units in Ha Tinh province in 2025.
The report states that, based on Resolution No. 76/2025/UBTVQH15 dated April 14, 2025, of the Standing Committee of the National Assembly on the rearrangement of administrative units in 2025, the People's Committee of Ha Tinh province has prepared a dossier on the rearrangement of commune-level administrative units in 2025 and submitted it to the Government (in Report No. 212/TTr-UBND dated April 29, 2025). Based on this, the Ministry of Interior has appraised and developed the Government's plan on the rearrangement of commune-level administrative units in Ha Tinh province. The Ministry of Interior reports to the Government as follows:
Representatives of the Ha Tinh Provincial People's Council voted on a Resolution approving the principle and adopting the Plan for the rearrangement and establishment of commune-level administrative units in 2025 on April 29, 2025.
Proposal from Ha Tinh province
1. Number of commune-level administrative units in Ha Tinh province to be reorganized in 2025
a) Overview:
Ha Tinh province has a natural area of 5,995.45 km² and a population of 1,622,901 people; it has 12 district-level administrative units (1 city, 9 districts, 2 towns); and 209 commune-level administrative units (170 communes, 25 wards, 14 townships).
b) Administrative units at the commune level undergoing reorganization: 207 units (168 communes, 25 wards, 14 towns).
c) Commune-level administrative units not subject to reorganization: 2 communes (which have met the prescribed standards).
2. Plans and results of the reorganization of commune-level administrative units in Ha Tinh province in 2025.
a) The People's Committee of Ha Tinh province has developed 67 plans to reorganize 207 units (168 communes, 25 wards, and 14 towns) to form 67 new commune-level administrative units (58 communes and 9 wards), reducing the number of units by 140, specifically as follows:
- 13 options for merging two existing commune-level administrative units into one new commune-level administrative unit.
- Two options for merging two commune-level administrative units and a portion of the area and population of one commune-level administrative unit into a new commune-level administrative unit.
- 49 options for merging three or more commune-level administrative units into one new commune-level administrative unit.
- Three options for merging three or more commune-level administrative units and a portion of the natural area and population of one commune-level administrative unit into a single new commune-level administrative unit.
b) Results after the reorganization of commune-level administrative units in 2025:
After the reorganization, Ha Tinh province has a total of 69 commune-level administrative units (including 60 communes and 9 wards), a reduction of 140 commune-level administrative units compared to before the reorganization (achieving a rate of 66.99%).
3. Regarding the proposal not to carry out the reorganization of 02 commune-level administrative units.
02 local commune-level administrative units proposed not to carry out the rearrangement, including: (1) Son Kim 1 commune (with 223.21 km², 5,782 people) and (2) Son Kim 2 commune (with 208.46 km², 5,123 people) because they have met both standards on natural area and population size as stipulated in Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the Standing Committee of the National Assembly on standards of administrative units and classification of administrative units (amended and supplemented by Resolution No. 27/2022/UBTVQH15 dated September 21, 2022).
4. Regarding the arrangement and consolidation of the organizational structure and the placement and arrangement of cadres, civil servants, and public employees of agencies, organizations, and units after the reorganization of commune-level administrative units.
The reorganization and streamlining of the organizational structure and the placement and arrangement of cadres, civil servants, and public employees of agencies, organizations, and units after the administrative unit reorganization shall be carried out in accordance with the provisions of Articles 10 and 11 of Resolution No. 76/2025/UBTVQH15 (Details in the attached plan).
5. Regarding the arrangement of headquarters and public assets after the reorganization of commune-level administrative units.
The arrangement and use of headquarters, and the handling of public finances and assets after the reorganization of commune-level administrative units have been carried out in accordance with the Government's regulations on reorganization and handling of public finances and assets, and the guidance of the Ministry of Finance; ensuring the practice of thrift, combating corruption, waste, and negative practices. At the same time, the People's Committee of Ha Tinh province has developed a plan for the reorganized commune-level authorities to balance their budgets to invest in repairing, renovating, and upgrading working headquarters, ensuring working conditions for agencies, organizations, and units in the new commune-level administrative units (Details in the attached plan).
The People's Committee of Ha Tinh province has developed 67 plans to reorganize 207 units to form 67 new commune-level administrative units, reducing the number by 140 units; 2 communes will remain unchanged and will not be reorganized.
Proposal from the Ministry of Interior
1. Regarding the project dossier: The People's Committee of Ha Tinh province has complied with the regulations stipulated in Article 9 of Resolution No. 76/2025/UBTVQH15.
2. Regarding the procedures for preparing the Project Proposal
Based on Resolution No. 76/2025/UBTVQH15 and guiding documents on commune-level administrative units in 2025, public consultations were organized and approved by the People's Councils at all levels as prescribed. The results of the public consultations showed a high rate of consensus (an average of 98.87% of the total number of voters representing households). The results of the People's Council consultations at all levels showed that 100% of delegates attending the provincial and district-level People's Council sessions, and an average of 99.93% of delegates attending the commune-level People's Council sessions, voted in favor.
b) The Ministry of Interior has reviewed the dossier and developed the Government's plan for the reorganization of commune-level administrative units in Ha Tinh province in 2025 (attached).
3. Standards for the 67 newly formed commune-level administrative units after reorganization.
Number of commune-level administrative units meeting the standards for natural area and population size: 67 out of 67 commune-level administrative units after reorganization (100%) meet the standards stipulated in Resolution No. 76/2025/UBTVQH15, including:
a) After reorganization, 58 commune-level administrative units meet both criteria regarding natural area and population size as stipulated in Clause 1, Article 5 of Resolution No. 76/2025/UBTVQH15.
b) Nine commune-level administrative units formed from the rearrangement and merger of three or more commune-level administrative units are not subject to assessment of standards and are governed by the provisions of Clause 2, Article 5 of Resolution No. 76/2025/UBTVQH152.
4. Proposals and recommendations
The Ministry of Interior agrees with the proposal of the People's Committee of Ha Tinh province (in Submission No. 212/TTr-UBND dated April 29, 2025).
We respectfully submit this to the Government for consideration and presentation to the Standing Committee of the National Assembly as prescribed.
