(Chinhphu.vn) - During the process of restructuring and streamlining the administrative apparatus, it is inevitable that issues will arise in the area of ​​handling administrative procedures. To effectively address these challenges, VNPT Group has proposed that the leaders of provinces and cities consider and prioritize the strong deployment of artificial intelligence applications.

VNPT masters AI technology to create and develop specialized AI assistants to serve society.

On June 14-15, the Ho Chi Minh National Academy of Politics chaired and coordinated a nationwide online training conference on professional skills related to the organization and operation of local government at two levels; decentralization, delegation of power, and delineation of authority.

The conference aimed to ensure unified direction from the Politburo, the Secretariat, the Government, and the Prime Minister regarding the principles of decentralization, delegation of power, and delineation of authority when operating the two-tiered local government organizational model, ensuring the implementation of the motto: "local authorities do, local authorities decide, local authorities are responsible"; and to promptly implement legal documents on the organization of two-tiered local government; decentralization, delegation of power, and delineation of authority.

At the same time, it is necessary to equip officials and civil servants, especially those at the provincial and commune levels who have recently been reorganized, with knowledge and skills on the basic operational issues of the two-tiered local government system and on receiving authority, defining functions and tasks, and decentralizing power from the central government to the local level.

At the conference, representatives from VNPT Group introduced AI solutions to support administrative procedures. These AI applications are deeply integrated into the administrative procedure processing system, helping officials and civil servants handle administrative procedures more efficiently during the transition period.

Mr. Huynh Quang Liem, General Director of VNPT Group, said that VNPT's AI assistants are integrated to support the administrative procedure processing at key touchpoints.

Specifically, AI assistants will intelligently classify and review documents, support decision-making and document processing, and automate reporting and statistics. This will improve staff productivity, ensure transparency and fairness in administrative procedures, and provide accurate and timely data for management purposes.

In particular, AI-based solutions will reduce manual, repetitive, and error-prone tasks, allowing staff to focus on their professional duties and solve more complex and in-depth problems.

In addition, AI assistants are integrated to function as a smart digital touchpoint, providing comprehensive support to citizens and businesses in all administrative procedures arising from the merger process.

AI assistants provide automated information 24/7.

The core function of this AI assistant is to provide automated information 24/7. The application uses AI technology to understand and accurately and instantly answer questions from citizens and businesses about thousands of administrative procedures such as: new administrative boundaries, name changes, and necessary document adjustments (household registration, citizen identification card, business license, etc.).

Simultaneously, it provides information on new policies and regulations arising after the merger (such as taxes, land, education, and healthcare) in an easily understandable and personalized manner for each case. Based on the information provided by the user (type of documents to be changed, old/new address, type of business), the AI ​​assistant will also automatically identify the administrative procedures to be followed and provide detailed step-by-step instructions and required documents.

According to VNPT representatives, the process of restructuring and streamlining the organization will inevitably lead to new challenges in the area of ​​handling administrative procedures. Changes in administrative boundaries, names, and related regulations have caused confusion and lack of clarity among citizens and businesses, leading to a sudden surge in inquiries and requests for administrative procedures.

Furthermore, in the context of downsizing the workforce, civil servants must both grasp new operational procedures and handle an increased volume of paperwork, creating significant pressure and potentially leading to delays and errors.

To proactively understand and address these challenges, and to ensure a smooth and transparent merger process, minimize inconvenience for citizens and businesses, and optimize administrative resources, VNPT proposes that provincial and city leaders consider and prioritize the strong deployment of artificial intelligence (AI) applications in this field.

The application of AI in resolving administrative procedures is not only an optimal solution to the challenges arising in the process of restructuring and organizing the government apparatus, but also a strategic step that shapes the future development of localities towards digital government, enhancing competitiveness and the satisfaction of citizens and businesses.
