
The survey team included delegates such as: Deputy Head of the Thanh Hoa Provincial National Assembly Delegation Luong Thi Hoa; Deputy Head of the Culture and Social Affairs Committee of the Thanh Hoa Provincial People's Council Nguyen Tuan Tuong; leaders of the Department of Health, along with representatives from several communes/wards, organ donors and recipients in the province.
According to a report from Thanh Hoa Provincial General Hospital, since the first kidney transplant in 2018, the hospital has successfully performed 24 kidney transplants, including cases from living donors and brain-dead donors.

In 2024, the hospital established the Vietnam Organ and Tissue Donation Movement Association in Thanh Hoa. To date, 492 people have registered to donate organs after death or brain death. The hospital has also successfully advised two brain-dead organ donors, contributing to saving the lives of many patients and affirming the unit's capacity to master organ transplantation techniques.
The hospital recommends that the National Assembly, the Government, and the Ministry of Health study and amend the Law on Donation, Procurement, and Transplantation of Human Tissues, Organs, and Cadavers to align with the current development requirements of the organ transplantation field; improve the legal mechanism to ensure the fulfillment of the organ donation wishes of registered donors; develop a policy for long-term healthcare for living organ donors; and add several specialized tests for organ transplantation to the list of tests covered by health insurance.


Regarding the prevention and control of the harmful effects of tobacco, the hospital has intensified its propaganda efforts, created a smoke-free environment, established a steering committee, installed warning signs in public areas, and prohibited the sale of tobacco products within the hospital grounds.
However, addressing smoking in hospitals remains challenging in practice.
During the meeting, delegates focused on discussing the financial mechanisms for organ donation and transplantation; health insurance policies for organ donors and recipients; and efforts to encourage organ donation after brain death, as well as the coordination, transportation, and preservation of donated organs.
Many argue that some current regulations do not meet practical requirements, especially policies supporting organ donors, medical facilities, and medical staff involved in organ donation and transplantation.
In addition, the supply of donated organs from brain-dead individuals remains very limited due to the influence of customs, traditions, and social perceptions...

Concluding the meeting, Vice Chairwoman of the Committee on Culture and Social Affairs Lo Thi Viet Ha acknowledged and highly appreciated the achievements of Thanh Hoa Provincial General Hospital and localities in implementing policies and laws on organ and tissue donation, organ procurement and transplantation, cadaver donation and procurement, and prevention and control of the harmful effects of tobacco.
Deputy Head Lo Thi Viet Ha highly appreciated the efforts of Thanh Hoa Provincial General Hospital in mastering advanced techniques, gradually affirming the role of provincial-level hospitals in the field of organ transplantation.
At the same time, it is requested that agencies and units continue to review and summarize difficulties and obstacles from practice in order to propose improvements to mechanisms and policies, especially regulations related to health insurance, organ donors, and the coordination and development of organ donation sources.
To combat the harmful effects of tobacco, it is necessary to strengthen communication, raise public awareness, and create smoke-free environments in learning, working, and healthcare facilities.

The survey team will gather and compile the opinions and suggestions to help improve policies and laws in this field.
Earlier, the delegation visited and presented gifts to encourage five patients from disadvantaged families receiving government assistance who were being treated at Thanh Hoa Provincial General Hospital.
