The Communist Party of Vietnam since its inception has always upheld the principle of being the vanguard and loyal representatives of the working class, the working people and the Vietnamese nation; is the leading force of the state and society; Party organizations and party members operate within the framework of the Constitution and laws; always closely associated with the people, serving the people, subject to the people's supervision, responsible to the people for their decisions.
Promoting the bravery and leadership capacity of the Party through 37 years of implementing the renovation and development work, the Communist Party of Vietnam has affirmed its position, role and great stature in terms of leadership and ruling capacity; people's trust is strengthened; Vietnam's position in the international arena is enhanced; Vietnam has never had the opportunity, potential, position and international prestige like today.
The Resolution of the 2030th Party Congress has set out clear and specific development goals, in each phase, in which, by 2045, Vietnam will become a developed country with modern industry, high middle income, and by XNUMX, a developed country with high income. In order to realize the aspirations of our people and the Vietnamese people, the Communist Party has set forth the following policy: Improving the Party's leadership capacity, ruling capacity and fighting strength; strengthen the construction of the Party and a clean and strong political system in an all-round way; strengthen the people's faith in the Party, State and socialist regime, promote the will and strength of national unity in combination with the strength of the times; comprehensively and synchronously promote the renovation, industrialization and modernization; maintain a peaceful and stable environment; firmly defend the Socialist Vietnamese Fatherland.
Specifically:
- Promoting democracy in the Party, expanding democracy in the political system and the whole society.
Democracy is a value and a driving force for the development of a civilized and progressive society. Therefore, all activities of the Party are based on democracy and aim at democratic goals. When democracy in the Party is promoted, it will accelerate the renewal of the political system and the democratization of the country. Accordingly, the motto "People know, people discuss, people do, people monitor, people monitor, people benefit" will be fully implemented in all areas of social life. Along with promoting and expanding democracy, the Party always focuses on strictly maintaining discipline and discipline associated with the responsibilities of the Party Committee and the head in cadre work; uphold social responsibility, civic responsibility; truly rely on the people to build and correct the Party and a strong and clean political system. Resolutely criticize, condemn, and strictly handle acts that violate the law, take advantage of democracy, disregard the rules and regulations of the country, incite disturbances, disrupt security and order at the grassroots, and harm the interests of the people.
Strengthening control over power, implementing the principle that all State power belongs to the people.
Promoting democracy and strengthening control over power are two basic political issues of the ruling and leading Party. If democracy is lost, or formal democracy will lead to the corruption of power, whereas when power is corrupted, democracy is only a form. In order to well implement the principle that all power belongs to the people, in order for power not to be corrupted, power must be controlled; power must be locked in a "mechanical cage" - the discipline of the Party, the legal system of the State. Create strong changes in awareness and actions of party committees at all levels; have a mechanism to promote the role of the people participating in building the Party and political system. The people must be the subject of power control, truly mastering the country, mastering society, and mastering themselves. If you have people, you have everything, if you lose people, you lose everything. That is a regular lesson distilled from the revolutionary reality of our nation under the leadership of the Party in winning and keeping the previous government, in the aspiration to develop the country today. Each party member and cadre must be truly imbued with revolutionary morality, thrift, integrity, fairness, and impartiality. We must keep our Party pure and worthy of being a leader and a faithful servant of the people.
Continue to innovate the Party's leadership and ruling methods, promoting the synergy of the political system.
Perfecting the ways, forms, methods, regulations, regulations, processes and working practices of the Party for the operation of the political system in order to successfully implement the Party's political platform, guidelines, resolutions and leadership contents. In the process of leading the Vietnamese people and nation to realize the country's development goals, the Communist Party advocates close association and synchronous implementation of tasks, taking socio-economic development as the center, Party building as the key, cultural development as the spiritual foundation, and ensuring national defense and security as important and regular.
