Despite numerous extensions, the upgrade project for National Highway 7 (QL7), spanning nearly 28km, remains unfinished. Construction is incomplete, with many sections yet to be handed over.

On March 18, 2022, the Ministry of Transport issued Decision No. 333 approving the project to upgrade National Highway 7, a 27.5km stretch passing through three districts: Dien Chau, Yen Thanh, and Do Luong (Nghe An province). The total investment for the project is over 1,300 billion VND, divided into three construction packages with a total value of 778.724 billion VND. The project is scheduled for completion in 2024, with the section from Km0 to Km5 (Dien Chau intersection to the expressway interchange) to be completed in 2023.

However, despite the extended deadline, the project remains unfinished due to various reasons. The main cause of the delay is land acquisition issues along the route. Some households whose land is affected by the project have not accepted the proposed compensation and resettlement plans. Some households have not completed their paperwork, while others are involved in disputes and lawsuits.

Specifically, as of the end of November, only 53.927km/55.402km (97.34%) of the land had been handed over, including both the left and right sides of the route. Currently, there are still 1.475km of land remaining (including both the left and right sides) affecting 105 plots of land (46 plots on the left side and 59 plots on the right side). Specifically, Dien Chau district still has 657m of land remaining in Dien Thanh, Dien Phuc, Dien Cat, and Minh Chau communes (affecting 57 plots); Yen Thanh district has 818m in Vien Thanh, Bao Thanh, Cong Thanh, and My Thanh communes (affecting 48 plots). Do Luong district still has 102m of land remaining in the sidewalk section in Luu Son commune.

In fact, as of early December 2024, many sections of the upgraded National Highway 7 were still unfinished, mostly due to the lack of land handover for construction. Some sections had been handed over, but only short ones, lacking sufficient space for the construction unit to carry out the project.

Mr. Nguyen Hong Long (residing in Vien Thanh commune, Yen Thanh district) stated: "The project's delay has significantly impacted traffic flow and the lives of residents along the route. Furthermore, the prolonged construction is causing environmental pollution and posing numerous traffic accident risks."

Regarding the delay due to land acquisition issues, Mr. Vu Tuan Dung, Chairman of the Yen Thanh District People's Committee, stated: Currently, there are still 48 plots of land belonging to 42 households affected by the National Highway 7 upgrade project that have not yet approved the land clearance plan due to various reasons. Over the past period, the local authorities have actively campaigned, disseminated information, and organized dialogues. However, many households still disagree with the land clearance plan to allow the construction unit to proceed with the project. The District People's Committee has developed a plan to protect the construction site to continue implementing the project.

Faced with the project's delay due to land acquisition issues, on November 29, 2024, Project Management Board 4 submitted report No. 2879 to the Vietnam Road Administration and proposed that the Ministry of Transport and the People's Committee of Nghe An province direct the People's Committees of Dien Chau and Yen Thanh districts to focus on disseminating information and persuading people to comply with the compensation, support, and resettlement policies as stipulated by the State. They were also urged to expedite the completion of necessary documents and procedures to hand over the land to the contractor for construction. Furthermore, they requested that local authorities organize construction protection in December 2024 for households ineligible for compensation; households that have constructed illegal structures on road buffer zones; and households that have been engaged in dialogue and persuasion efforts but have not complied.

Information from Project Management Board 4 (Ministry of Transport) indicates that the National Highway 7 upgrade project is still not being completed as planned. Many sections of the route still lack land handover from local authorities to the construction unit. Continued delays in land clearance are preventing the project from being completed on schedule, significantly impacting traffic safety, environmental sanitation on the currently operating National Highway 7, and the investment objectives and effectiveness, especially the section from the National Highway 7 interchange with the expressway to National Highway 1.

It is understood that the Project Management Board 4 is currently submitting a proposal to the Vietnam Road Administration, Ministry of Transport, to adjust the project implementation time to extend it to 2025. Regarding the construction progress of the project's packages, the Ministry of Transport has temporarily extended it until the end of December 2024. The investor will continue to request extensions for the completion of the packages, with completion dates ranging from April to July 2025, after the project schedule adjustments are implemented.
