Mekong Delta: Nearly 9,300 billion VND to upgrade 3 national highways 53, 62 and 91B

The project to upgrade National Highways 53, 62 and 91B with a total capital of nearly 400 million USD is expected to start construction in the third quarter of 2026, aiming to improve regional connectivity and adapt to climate change.

Overview of the project of nearly 400 million USD

The Vietnam Road Administration has just announced the Environmental Impact Assessment Report for the project to upgrade three national highways 53, 62 and 91B in the Mekong Delta region. The project has a total investment of nearly VND9,300 billion (equivalent to nearly USD400 million), and is expected to start construction in the third quarter of 2026 and be completed in the third quarter of 2028.

The project aims to improve the road network, enhance regional connectivity, meet the needs of socio -economic development and adapt to climate change. Currently, many sections of these national highways are degraded, overloaded, often causing traffic jams and accidents, and some areas are even flooded during high tides.

Detailed scope and scale of upgrade

The project will be implemented in 33 communes/wards in 4 provinces/cities, with a total land use area of ​​over 367 hectares. Of which, the permanent occupied area is 92.7 hectares and the current road area is 274.5 hectares.

The routes will be upgraded to the standard of level III plain roads, with a design speed of 80 km/h, a 12 m wide roadbed and an 11 m wide road surface. Detailed scale for each route is as follows:

National Highway 53 ( Vinh Long Province)

Upgrading and renovating the Long Ho - Ba Si section with a total length of about 41 km. The cross-section includes two motor vehicle lanes (2 x 3.5 m wide), two non-motor vehicle lanes (2 x 2 m wide) and a roadside (2 x 0.5 m wide).

National Highway 62 (Tay Ninh Province)

Upgrading and renovating the route with a total length of about 69 km. Technical parameters are similar to National Highway 53. Sections that have met the scale will be kept in their current state and the road surface will be strengthened.

National Highway 91B (Can Tho City and Ca Mau Province)

The project has a total investment length of about 141 km, divided into two sections:

  • Section 1 (Can Tho Bridge Intersection - Cai Cui Port): Maintain the current cross-section scale (base 12 m, surface 11 m) and implement road surface reinforcement.
  • Section 2 (Cai Cui Port - intersection with Bac Lieu - Vinh Chau provincial road): Upgrading and renovating to meet the standards of a grade III plain road.

Funding and implementation progress

The total investment of nearly 9,300 billion VND is allocated to the following routes: National Highway 53 over 2,600 billion VND, National Highway 62 nearly 3,262 billion VND and National Highway 91B over 3,454 billion VND.

Regarding capital, the project uses IBRD loan capital from the World Bank (WB) of about more than 262 million USD (about 6,321 billion VND) and domestic counterpart capital of about 2,975 billion VND (more than 123 million USD).

Expected project progress:

  • Quarter I/2026: Complete establishment, approval of FS, EIA and negotiation, signing of Loan Agreement.
  • Quarter III/2026: Complete establishment, approval of design documents and invitation to bid.
  • Quarter II/2027: Completion of site clearance and resettlement.
  • Quarter III/2026 - Quarter III/2028: Construction of the project.

This project is part of a large-scale transport infrastructure development effort in the Mekong Delta, an area currently implementing nine key transport projects with a total investment of about VND106,000 billion.
