Based on Plan No. 1370/KH-VPQH dated June 12, 2023, of the National Assembly Office (NA Office) on the recruitment of NA Office civil servants in 2023, the NA Office announces the recruitment of civil servants in accordance with Government Decree No. 140/2017/NĐ-CP dated December 5, 2017, on policies to attract and recruit outstanding graduates and young scientists .
Accordingly, regarding general standards and conditions, individuals who meet the following criteria, regardless of ethnicity, gender, social background, beliefs, or religion, are eligible to register for the civil servant recruitment examination: Possess Vietnamese citizenship; Be 18 years of age or older; Submit an application and have a clear personal history; Possess good political and moral qualities; and Be in good health to perform the duties.
In terms of skill level
Candidates applying for civil servant positions at the National Assembly Office must possess a university degree or higher with a major relevant to the position. They must have a foreign language proficiency level of at least level 3 (or equivalent) according to the Vietnamese Foreign Language Proficiency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Minister of Education and Training. They must also possess basic information technology skills (as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Minister of Information and Communications, regulating the Standard for Information Technology Skills) or higher.
Regarding eligibility criteria
University graduates with excellent academic and training results from domestic or foreign higher education institutions, recognized as equivalent in terms of diplomas and certificates according to the law, aged between 18 and 30 years old at the time of application, and meeting one of the following criteria: Achieving at least a third prize in one of the provincial-level student excellence competitions, an honorable mention or higher in national-level student excellence competitions, or a Certificate of Merit or higher in international student excellence competitions in one of the natural sciences (mathematics, physics, chemistry, biology, computer science) and social sciences (literature, history, geography, foreign languages) during their high school studies. Achieving at least a third prize in one of the national or international science and technology competitions during their high school or university studies. Achieving at least a third-place individual award in an Olympic competition in one of the subjects of mathematics, physics, chemistry, mechanics, computer science, or other related fields during university studies, as recognized by the Ministry of Education and Training.
Applicants must hold a master's degree, be between 18 and 30 years of age at the time of application, and meet the following criteria: Meet the standards specified in point a, b, or c of subsection 2.1 above; have graduated from a university with a major relevant to the job position with a GPA of "good" or higher; and have completed a postgraduate program in the same field as their undergraduate degree.
Applicants must hold a doctoral degree, be under 35 years of age at the time of application, and meet all the criteria specified in points a and b of subsection 2.2 above.
Applicants must meet internal political standards (individuals must provide a written commitment, and the National Assembly Office will conduct a background check after the selection results are announced).
Those who are not eligible to apply
The announcement from the National Assembly Office also clearly stated the cases ineligible to register for the entrance examination, including: Not residing in Vietnam; Loss or limitation of civil capacity; Currently under criminal investigation; Currently serving or having completed a criminal sentence or court decision but not yet having their criminal record expunged; Currently subject to administrative measures such as compulsory rehabilitation or compulsory education; Currently under disciplinary review or execution at another agency or unit (if any).
Regarding priority candidates in recruitment
The announcement states that the following individuals and priority points are added to their scores in the selection process: Heroes of the Armed Forces, Heroes of Labor, wounded soldiers, those receiving benefits similar to wounded soldiers, and wounded soldiers of type B: 7.5 points will be added to their score in round 2. Ethnic minorities, military officers, police officers, retired professional soldiers, those working in cryptography who have transferred to other fields, graduates of reserve officer training, graduates of training for commanders of commune-level military commands in the grassroots military sector who have been granted reserve officer ranks and registered for reserve officer positions, children of martyrs, children of wounded soldiers, children of sick soldiers, children of those receiving benefits similar to wounded soldiers, children of wounded soldiers of type B, biological children of resistance fighters exposed to chemical toxins, children of Heroes of the Armed Forces, and children of Heroes of Labor: 5 points will be added to their score in round 2. Those who have completed military service, service in the People's Public Security, and members of the Youth Volunteer Corps: 2.5 points will be added to their score in round 2. 2. If an applicant falls under multiple priority categories as stipulated in point a, this section, only the highest priority point will be added to the score in round 2.
Number of recruits
This recruitment drive includes four positions: two specialists in the Legal Department (legal specialists to support the activities of the Law Committee), one specialist in the Social Department (general advisory specialist on social issues to support the activities of the Social Committee), and one specialist in the National Assembly Library (information, communication, and library specialist).
In terms of appearance
The National Assembly Office will conduct recruitment through a selection process.
The application dossier must be placed in a file folder clearly marked with the applicant's full name, address, contact phone number, and a list of required documents, including: Application form (according to the attached template); a resume (form 2A-BNV) with a photograph attached and stamped with a seal overlapping the photograph; and a confirmation from the People's Committee of the commune, ward, or town where the applicant's permanent residence is registered, within 30 days of the application submission date; copies of diplomas and academic transcripts required for the position, notarized or certified by a competent authority. Diplomas, transcripts, and certificates in foreign languages must be accompanied by a Vietnamese translation notarized or certified by a competent authority. In cases where the diploma from a foreign educational institution does not specify a grade of "good," "excellent," or "outstanding," additional documents proving the applicant's academic performance achieved a "good," "excellent," or "outstanding" grade according to the school's classification (school's grading assessment; confirmation letter from the school stating the "good," "excellent," or "outstanding" grade, etc., must be submitted.
For diplomas issued by foreign educational institutions: a diploma recognition certificate as prescribed by the Ministry of Education and Training is required; In cases where the diploma is exempt from the diploma recognition procedure as stipulated in Article 5 of Circular No. 13/2021/TT-BGDĐT dated April 15, 2021, of the Minister of Education and Training, the applicant must submit documents proving that the diploma is exempt from the diploma recognition procedure as prescribed.
In cases where, at the time of application, the applicant is awaiting the recognition of their diploma from the Ministry of Education and Training, they must submit a photocopy of the Recognition Appointment Form and provide the diploma recognition document before the selection date. If, before the official selection date, the applicant has not provided the diploma recognition document as required by the Ministry of Education and Training, they will be considered to have not met the professional qualification requirements and will not be allowed to participate.
The application dossier must also include: Certificates of merit, documents notarized or certified by competent authorities proving individual achievements during high school or university studies that meet the regulations in Clause 2, Section 1 of this Announcement. Certificate of eligibility for priority in civil servant recruitment (if any) notarized or certified by a competent authority. A health certificate issued by a competent medical authority within 30 days of the application submission date. A political commitment statement (to be completed before participating in the selection process). 3 color photos 4x6 (taken within 6 months of the application submission date, with the applicant's full name and date of birth written on the back). 3 stamped envelopes with the recipient's address and contact phone number clearly written.
Application submission period
From 8:00 AM on June 23rd to 5:00 PM on July 22nd.
Applications submitted after the above deadline will be considered invalid. Applications must be submitted directly to the applicant unit (during business hours on weekdays) or sent by mail to the department/unit where the applicant is applying (addressed in the attached list). Contact information for each unit is included, along with a list of available positions.
Recruitment fees are collected in accordance with Circular No. 92/2021/TT-BTC dated October 28, 2021, issued by the Minister of Finance, which stipulates the rates, collection methods, management, and use of recruitment fees and examination fees for promotion and advancement of civil servants and public employees. The fee is 400,000 VND per candidate per application. The recruitment fee must be submitted along with the application documents. In cases where candidates do not meet the eligibility requirements or register but do not participate in the examination, the National Assembly Office will not return the application documents or the recruitment fee.
Interview time: tentatively scheduled for August 2023. Location: National Assembly Office, 22 Hung Vuong Street, Ba Dinh District, Hanoi. The results of the application review will be announced to applicants and on the National Assembly's electronic portal (www.quochoi.vn). The list of study materials; the time and location of the selection process; and the selection results will be announced on the National Assembly Office's internal website and the National Assembly's electronic portal.
