(NLĐO) - Ho Chi Minh City has launched a "365-day and night" emulation campaign to accelerate the progress of Ring Road 3, determined to open the entire route to traffic by 2026.


On the morning of December 29th, the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works (Transportation Board) officially launched a 365-day and night emulation campaign to accelerate the construction progress of the Ring Road 3 project, the section passing through the city.

The launching ceremony was attended by the Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, along with leaders of departments and agencies related to the Ring Road 3 project.

This is part of a strategy to accelerate the formation of a synchronized and integrated transportation system, aimed at developing the economy and society of the Southern region.

Reporting at the launching ceremony, Mr. Le Ngoc Hung, Deputy Director of the Transport Department, stated that the investment plan for the construction of Ring Road 3 has been approved by the National Assembly . The section passing through Ho Chi Minh City is 47.3 km long, traversing four districts, with a total investment of 41,317 billion VND. Of this, construction costs account for 22,411 billion VND and land acquisition costs account for 18,906 billion VND.

Currently, the project comprises 10 main construction packages, of which 4 were started in 2023 and the remaining 6 will start in 2024. By the end of 2024, the construction progress has reached approximately 30% of the total construction value, meeting the set schedule.

In response to the "500-day emulation campaign to complete 3,000 km of expressways" launched by the Prime Minister , Ho Chi Minh City has issued a plan to accelerate the project's construction progress by June 2026.

The launching ceremony for the 365-day emulation campaign (January 1, 2025 to December 31, 2025) aims to mobilize maximum resources from contractors, supervisory consultants, and relevant parties to carry out construction in 3 shifts and 4 teams, meeting important objectives including:

Complete several items of package XL1 before April 30, 2025 to connect with related projects. Open for technical traffic the entire 14.7km of Ring Road 3 in Thu Duc City by December 31, 2025. Open for technical traffic the 32.62km section in Cu Chi, Hoc Mon, and Binh Chanh districts by April 30, 2026. Open for technical traffic the entire Ring Road 3 through Ho Chi Minh City by June 30, 2026.

The Project Management Board calls for support from central agencies, ministries, local authorities, and the public to ensure the project is implemented on schedule and effectively.

Speaking at the launching ceremony, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong affirmed that Ring Road 3 is a key national project, requiring a high concentration of human resources, materials, equipment, and coordination to ensure construction progress. During the signing of the emulation agreement, he emphasized the goal of shortening the completion time compared to the plan.

According to Mr. Bui Xuan Cuong, since the inspection on December 14th with Deputy Minister of Transport Le Anh Tuan, the construction packages from Construction 1 to Construction 5 have shown positive progress. Currently, the construction sites have entered the dry season, the pile and pillar construction has been completed, and preparations are underway for the main pillar structure. To date, the alignment of Ring Road 3 has been clearly defined.

The Ministry of Transport has launched a nationwide emulation campaign with the goal of having 3,000 km of expressways across the country by 2025. In Ho Chi Minh City alone, the 14.7 km main section of Ring Road 3 is expected to open for technical traffic on December 31, 2025. Construction Package 1, connecting the Nhon Trach bridge and road, with the My Thuan Project Management Board as the investor, will open to traffic on April 30, 2025.

To date, 10 construction packages of the project have reached approximately 30% completion. Land compensation and clearance work has been completed at 99.8%, with only 0.2% remaining unresolved in Thu Duc and Binh Chanh districts. The Vice Chairman of the Ho Chi Minh City People's Committee requested that all relevant parties finalize this work by January 2025.

Mr. Bui Xuan Cuong also requested the Transport Department to develop a detailed plan based on the emulation agreement, ensuring that the 14.7 km section in Thu Duc City is opened to traffic on schedule to synchronize with Long Thanh International Airport. He also directed that close coordination with Binh Duong province and relevant parties at the Tan Van interchange be implemented.

To ensure progress, contractors are required to organize construction in 3 shifts with 4 teams, working throughout the Tet holiday and other public holidays. In addition, Mr. Bui Xuan Cuong emphasized that the top priority is ensuring occupational safety for workers and engineers on the construction site, along with environmental sanitation and proper traffic management.

Regarding construction materials, Mr. Bui Xuan Cuong instructed the investor to coordinate with localities such as Vinh Long, Tien Giang, and Ben Tre to increase the supply of sand for the construction site before the Lunar New Year. At the same time, other materials such as crushed stone and aggregate need to be supplemented promptly to avoid affecting the construction progress.
