Vietnamese citizens aged 15 and above who are not in the group of people participating in compulsory social insurance are eligible to participate in voluntary social insurance.
Dak Lak province, with its large ethnic minority population and high rate of informal sector workers, faces challenges but also has significant potential for expanding voluntary social insurance participation. Expanding the coverage of voluntary social insurance is a key priority to ensure sustainable social security for the people, especially rural and self-employed workers.
As of the end of October 2025, the entire province had 41,724 people participating in voluntary social insurance, a significant increase reflecting the growing interest and awareness of the people. However, the coverage rate remains low compared to the total number of potential workers.

The biggest challenge in developing voluntary social insurance participation in the province is the difficult living conditions of the people. The majority of the population are farmers with unstable incomes, easily affected by market fluctuations and natural disasters, making long-term social insurance contributions difficult. Furthermore, a segment of the population, especially in remote areas, has limited awareness of the benefits of voluntary social insurance; they often prioritize immediate expenses and haven't considered saving for old age.
To overcome these challenges, the Provincial Social Insurance Agency has coordinated with various levels, sectors, and local authorities to implement many comprehensive and innovative solutions. These include strengthening communication efforts through organizing conferences, mobile outreach sessions, and direct consultations in villages, hamlets, and wards with easily understandable and relatable content, using the languages of ethnic minority communities. They also collaborate with mass media such as newspapers, radio, and social media platforms to disseminate information about this social security policy...
In addition, the provincial Social Insurance agency also promotes the role of collection service organizations; strengthens and improves the quality of the network of collection agents and staff, considering them as an "extension" of the Social Insurance sector at the grassroots level.
The provincial Social Insurance agency and its branches have also seriously implemented the State's policy of supporting contributions for voluntary social insurance participants according to target groups (people from poor and near-poor households and other groups) in order to reduce the initial financial burden.
Thanks to these efforts, the number of people participating in voluntary social insurance in Dak Lak has increased significantly year by year, contributing to reducing the poverty and near-poverty rates, and increasing the sustainability of the local social security system.
Ms. Pham Thi Le (Tan Lap ward) shared: "More than 5 years ago, after learning about the practical benefits of the voluntary social insurance policy for old age, I immediately registered to participate. Now, I am 57 years old and have been participating in voluntary social insurance for more than 5 years. I will try to participate so that when I reach retirement age, I can pay the remaining years in a lump sum to receive a monthly pension and also be issued a health insurance card.”
According to the provincial Social Insurance agency's plan, in the coming period, the unit will continue to innovate the content and form of communication; strengthen linkages between the Social Insurance agency and organizations, associations, and localities to bring policies to every household; promote electronic transactions and cashless payments to create maximum convenience for people to participate in and pay voluntary social insurance contributions...
