For the development goals of the Capital

In the context of the complicated and volatile world situation, with the forecast of global economic growth decreasing from 3.3% to 2.8%, according to the International Monetary Fund (IMF), Hanoi seems to have gone against the general trend when the Gross Regional Domestic Product (GRDP) in the first 6 months of the year reached a growth rate of 7.63% (the whole country is estimated to reach 7.52%), higher than the same period in 2024 (6.13%) and exceeding the set scenario (7.59%). Following the upward trend, the growth of the following quarter is higher than the previous quarter; the major balances of the economy are guaranteed.

This is the result of the relentless efforts of the political system over the past time. With high political determination, consensus, and unanimity, the city has resolutely implemented synchronous solutions, in which the creation of a superior mechanism from the Capital Law has been focused on.

Accordingly, the regulations on a number of policies, contents and levels of expenditure to support small and medium enterprises; on attracting strategic investors or the regulations on a number of policies, contents and levels of expenditure to support small and medium enterprises in the city for the period 2026-2030... (just approved by the City People's Council at the twenty-fifth session) are promised to create new momentum, arouse development potential, and practically support businesses and people.

Along with that, the city leaders are proactive and flexible in directing and operating by promptly issuing programs and action plans such as: Action Program No. 04/CTr-UBND dated February 14, 2025 to implement tasks and solutions for socio -economic development and state budget estimates and improve the business environment, enhance national competitiveness in 2025 with 25 general targets of the socio-economic development plan in 2025, 97 main tasks and solutions on socio-economic development in 2025; 95 specific tasks for sectors and fields; Program No. 06/CTr-UBND dated June 26, 2025 with 50 key tasks, aiming to accelerate socio-economic development, improve the investment environment...

At the same time, the city has focused on promoting administrative reform, simplifying administrative procedures, shortening document processing time, and reducing costs for businesses, people and the whole society.

In particular, the successful implementation of administrative unit mergers and the construction of a two-level local government model in the city has created a new wind of confidence among the people in the country's development policies and guidelines. Inheriting the advantages of the old operating model, at the same time creating a new model to become a complete version, serving the people.

Based on the economic indicators of the capital, the forecast of the Gross Domestic Product in the area in the third quarter of 2025 is 8.18% and in the fourth quarter of 2025 is 8.53%, ensuring the completion of the 8% growth target for the whole year. This is a good sign for the business community to increase confidence and investment in the city's economy. Therefore, the entire political system needs to continue to nurture this political confidence.

In fact, Hanoi is a place with great appeal to investors, so that advantage needs to be further promoted with the most practical solutions, both in terms of policy and political trust. Departments and branches need to advise the city to have outstanding mechanisms for the business community. Existing and newly created policies need to be quickly implemented into life to create momentum and attract foreign investors. Step by step, create an ecosystem to encourage private enterprises, small and medium enterprises to boldly "strike" bigger and more stable steps into the economy.

Along with that, the city authorities need to be determined to eliminate fake, counterfeit, and poor quality goods that are negatively affecting consumer confidence. This is not only to handle violations that affect the development of the economy, but more deeply to protect legitimate businesses, build a solid production base from the root, and prevent consumers from turning their backs on Vietnamese goods.

Mobilizing people to strengthen the economy is the key solution. Therefore, functional agencies and authorities at all levels need to put people and businesses at the center of service. When businesses and people feel shared and empathetic, they will unite, accompany and work towards the goal of developing the capital.
