Vietnam and Germany sign Joint Statement on establishing Energy Partnership

The Joint Statement outlines a comprehensive cooperation framework to promote energy transition, reduce emissions towards carbon neutrality, increase energy security and expand business cooperation.

On the afternoon of July 3, in Berlin, Deputy Minister of Industry and Trade Nguyen Hoang Long and State Secretary of the Federal Ministry for Economic Affairs and Energy of Germany (BMWK) Stefan Rouenhoff signed a Joint Statement establishing the Vietnam-Germany Energy Partnership, witnessed by Vice President Vo Thi Anh Xuan.

The Joint Statement is an important document, officially upgrading the energy cooperation relationship between the two countries to the level of Energy Partnership, shaping a comprehensive cooperation framework to promote energy transition, reduce emissions towards carbon neutrality, enhance energy security and expand business cooperation.

Priority areas include policy improvement, renewable energy development (offshore wind, solar power, green hydrogen), digitalisation of the power sector, improving energy efficiency, modernising the grid and supporting decarbonisation in sectors where emissions are difficult to reduce.

The implementation mechanism of the Energy Partnership will include the organization of an annual High-Level Steering Committee, the establishment of technical working groups, and the promotion of training, research and business networking; thereby, deepening the energy cooperation between the two countries and contributing to the goal of sustainable development.

Immediately after the signing ceremony of the Joint Statement, Deputy Minister Nguyen Hoang Long had a bilateral meeting with State Secretary Stefan Rouenhoff. The two sides assessed that the Vietnam-Germany trade, industry and energy relations are developing positively, with much room for expansion in the context of green transition. Germany is currently Vietnam's second largest trading partner in Europe and an important gateway for Vietnamese goods to enter the EU market, in line with Germany's orientation of diversifying supply chains.

Deputy Minister Nguyen Hoang Long shared Vietnam's long-term energy development vision according to the Power Plan VIII, in which by 2030, renewable energy capacity is expected to account for 47-53%, including 46-73 GW of solar power and 32-55 GW of wind power, including 6 GW of offshore wind power by 2030 and 17 GW by 2035. Vietnam wishes to cooperate extensively with Germany in many areas such as green hydrogen, human resource training and development of the Vietnam-Germany energy ecosystem, with the active participation of small and medium-sized enterprises of the two countries.

State Secretary Rouenhoff affirmed that the Vietnam-EU Free Trade Agreement (EVFTA) has contributed to enhancing bilateral trade relations and pledged to coordinate effectively in its implementation, while supporting the early completion of the Vietnam-EU Investment Protection Agreement (EVIPA).

The two sides agreed to strengthen cooperation in human resource training, especially in the energy sector, and agreed to organize the Third Meeting of the Vietnam-Germany Joint Committee on Economic Cooperation in Vietnam at the end of 2025.

On the same afternoon, Deputy Minister Nguyen Hoang Long attended the Seminar on German support for the development of renewable energy centers in Vietnam. The program was organized by the Ministry of Industry and Trade in coordination with the German Development Cooperation Organization (GIZ), with the participation of energy enterprises implementing projects in Vietnam such as Enertrag, Enercon, RENAC, Neuman & Esser, GEO, WPD.

At the seminar, German businesses presented the progress of project implementation, future cooperation orientation and pointed out some difficulties and obstacles that need to be resolved.

In an interview with VNA reporters in Germany, Deputy Minister Nguyen Hoang Long said: “German enterprises have been present in Vietnam for a long time, participating in many cooperation projects and achieving many positive results. Currently, Vietnam is entering a new era - an era of growth, an era of strengthening economic, trade and investment cooperation with partners, including Germany and the EU. The signing of a cooperation agreement to establish an energy partnership with the Federal Republic of Germany has upgraded bilateral relations in the fields of energy and industry, thereby opening up a new cooperation framework, creating favorable conditions for enterprises, especially German enterprises, to participate in investment, business, cooperation in science , technology, and technology transfer with Vietnamese enterprises in the energy sector, especially in the field of renewable energy. "

Chairman of the Board of Directors and CEO of GEO, the energy group that will be present in the Vietnamese market in August, Mr. Franz-Josef Claes affirmed: “We have considered the reasons to start investing in Vietnam, considering this a very strong developing market, needing a lot of goods and technology. But to operate well, we first need a highly skilled workforce, to be able to take over modern equipment and technology. Therefore, the first step is to establish a training center for technical workers and engineers specializing in the renewable energy industry. Then we will transfer technologies so that Vietnam can master it without being dependent on foreign countries. This is a long-term plan."

Mr. Dao Quanh Vinh, senior advisor of GEO Group, said that German enterprises are eager to bring the latest and most advanced technology to Vietnam, especially technology for renewable energy. However, in Vietnam, there is currently a high-quality, untrained workforce. Therefore, GEO is a pioneer in establishing a human resource training facility specializing in the wind power industry to supply Vietnam as well as Southeast Asian countries./.
