Caring, nurturing, educating and protecting children for their comprehensive development is the responsibility of the whole society. Promoting the pioneering spirit of the youth, in recent times, the Youth Union and Association at all levels in the province have concretized the program "Helping children go to school" with specific models, activities and tasks, bringing positive effects, creating a spreading effect, thereby supporting and empowering many children in difficult circumstances in the province to go to school, study and play...

Implemented by the Youth Union and Association at all levels many years ago, the model "Foster Children of the Youth Union" is implemented in the form of Youth Union organizations sponsoring disadvantaged children in the area and calling for social resources to help them with essential material things. The model is a meaningful activity, bringing much joy, being a support for students in difficult circumstances to nurture their dreams of excelling in their studies. At the same time, it clearly demonstrates the role of accompanying, caring for, and educating children of the Youth Union organization. The Provincial Youth Union Standing Committee directs the maintenance and expansion of the model's activities; the commune-level and grassroots Youth Unions have proactively and actively built up funds in many forms: calling on philanthropists and businesses, mobilizing contributions from cadres and union members at the grassroots Youth Union; undertaking projects and tasks to raise funds. In addition to material support, the Youth Union bases regularly visit and encourage the children in life, provide timely and practical support to help them overcome difficulties, bring joy, and light up dreams for team members and teenagers in difficult circumstances, giving them the opportunity to study, practice, integrate, and nurture their dreams and ambitions for the future.

In the 2025-2026 school year, Nguyen Thi Phuong Linh, born in 2012, a student in difficult circumstances, living with her grandparents in Thanh Ba commune, was able to go to school with peace of mind to study with her friends thanks to the encouragement, help and timely support of the Thanh Ba Commune Police Youth Union under the model "Foster child of the Youth Union". From the contributions of officers, soldiers and members of the Commune Police Youth Union, Linh received 3 million VND in support each year until she turned 18 years old.

Thanh Ba Commune Police Youth Union accepts Nguyen Thi Phuong Linh, a student at Thanh Ba Town 1 Secondary School, as its "foster sister" until she turns 18.

Along with Nguyen Thi Phuong Linh, many students with difficult circumstances in the province have continued to go to school, realizing their dreams through timely support from the Youth Union at all levels. They not only receive monthly and annual support money, but also receive meaningful gifts on the occasion of the new school year, opening ceremony, Children's Day June 1, Mid-Autumn Festival, and Lunar New Year. More importantly, they are often encouraged, talked to, and helped with their studies by Youth Union officials and members to gain more confidence and motivation to excel in their studies and life.

According to Secretary of the Provincial Youth Union Bui Duc Giang, the Provincial Youth Union Standing Committee has issued a plan and directed the implementation of the program "Helping children go to school - helping 500 children in difficult circumstances". The Youth Union chapters at all levels have seriously responded and implemented it with many specific models and actions. In addition to the model "Foster children of the Youth Union", Youth Union organizations have been creative and proactive in mobilizing funding to give gifts such as school supplies, books, notebooks, bicycles... at the beginning of the school year; coordinated with sponsors and units to support funding to build "Red Scarf Houses" for disadvantaged students... From 2020 to now, Youth Union chapters at all levels in the province have implemented nearly 4,000 youth projects and over 42,000 good deeds, of which many projects and tasks have promptly supported and helped students in difficult circumstances go to school. In the 2024-2025 school year alone, the Youth Union, Association, and Young Pioneers at all levels supported over 27,000 disadvantaged students with more than 5 billion VND... This has become a driving force for students to try hard to study and practice to achieve high results in their studies.

In fact, the models and activities to help students in difficult circumstances have more opportunities to go to school have been effective, creating a positive ripple effect, receiving the response of Party committees, local authorities, agencies, units, organizations... In the coming time, the Provincial Youth Union will continue to direct its affiliated Youth Union organizations to deploy the campaign "For beloved juniors"; allocate support resources to ensure publicity, transparency, and the right target... Youth Union organizations at all levels promote propaganda, mobilization, and connection with organizations and individuals to adopt and support living and study expenses for students in difficult circumstances in the province...

Through the connection of socio -political organizations of Hien Luong commune, including the Youth Union, benefactors in the commune gave gifts to disadvantaged students at the beginning of the new school year 2025-2026.
