
To ensure the smooth operation of the system, Cai Nhum commune quickly established a Steering Committee for the implementation of Resolution No. 57-NQ/TW, consisting of 19 members, chaired by Mr. Ngo Hung Nhan, Secretary of the Party Committee and Chairman of the People's Council of the commune. At the same time, a Digital Transformation Advisory Council of 22 members was also established to provide in-depth technological support.

Thanks to the decisive involvement of the entire political system, digital transformation in Cai Nhum commune has initially yielded very encouraging results. Administrative reform linked with digital technology has been accelerated. The "one-stop" service center is operating increasingly professionally and efficiently.
In the first four months of 2026 alone, the commune received and processed 2,113 administrative procedures, with a rate of over 98% of them being resolved on time or ahead of schedule. The online public service system and cashless payment system are gradually becoming more organized, significantly reducing time and costs for citizens and businesses.

The commune has applied technology to improve the quality of OCOP products, built planting area codes, and implemented traceability using QR codes. Agricultural production activities have begun to embrace digital technology to closely monitor weather conditions, proactively adapt to climate change and saltwater intrusion.
In addition, the initial introduction of artificial intelligence (AI) content into the field of education, and the promotion of the role of community digital technology teams in guiding people to access digital platforms, have created a vibrant atmosphere of technological competition throughout the hamlets.
Three solid pillars of the "Digital Party Branch" model
To thoroughly address the issue of formalistic Party branch meetings and enhance interaction and transparency in accordance with Directive 50-CT/TW, the commune Party Committee has issued a plan to implement the "Digital Party Branch" model, linked with improving the quality of Party branch meetings and building "Four Good Party Branches" for the period 2026-2028.

The "Digital Party Branch" model in Cai Nhum is firmly established on three basic pillars: digital activities, digital management, and digital administration. Of these, digital activities are the core element. The commune uses an electronic Party member handbook as a central tool to deliver documents to Party members one to two days before meetings, allowing them ample time to study them thoroughly.
The Party Committee of Cai Nhum commune has set very specific goals for 2028. These include: 100% of Party branches organizing meetings using digital technology and completely digitizing meeting documents; over 90% of Party member and Party branch records being managed and stored electronically; 100% of Party branches implementing cashless Party membership fee collection; 95% of Party members proficiently using the electronic Party member handbook; and over 80% of Party branches meeting the "Four Good Party Branches" standard.

Ngo Hung Nhan, Secretary of the Cai Nhum Commune Party Committee, emphasized: “To achieve these targets, the commune Party Committee has scientifically outlined the implementation roadmap. 2026 is the pilot phase, focusing on digital skills training. The pilot program will be implemented in 50% of the Party branches under the High School Party Committee, the commune-level Party branches (Party Office, People's Committee Office, Police Party Branch), and 25% of the hamlet Party branches. The training motto is "hands-on guidance," maximizing the role of young Party members and youth union members as the core force to mentor and support older Party members.”
"2027 will be the acceleration phase, with the synchronized implementation of the model across the entire commune, and the basic completion of data digitization. 2028 will be the final phase, during which a comprehensive evaluation will be conducted, lessons learned will be drawn, and the model will be refined to be ready for replication in other localities."
Strategic partnership from telecommunications operators
To realize these ambitious goals, preparation of technical infrastructure is a prerequisite. Recognizing the importance of social resources, the Party Committee of Cai Nhum commune proactively signed a memorandum of understanding to support digital transformation with three leading telecommunications companies: VNPT, MobiFone, and Viettel.

At a recent meeting between local authorities and representatives of technology companies, leaders of telecommunications providers made very strong commitments. Representatives of the providers stated that, to date, the telecommunications infrastructure in Cai Nhum commune has been largely completed and is operating very stably, ensuring the provision of high-speed internet connections to support digital activities and electronic management of Party branches.
In the coming period, telecommunications companies are committed to continuing to maintain investment capital, upgrade base stations, and optimize mobile and fixed broadband network infrastructure in localities. Beyond providing infrastructure, telecommunications businesses will also support training, digital skills development, provide management software solutions, and offer direct technical support to Party branches, helping to thoroughly remove technological barriers, especially for older Party members.

Comrade Nguyen Thi Minh Trang, Member of the Standing Committee of the Provincial Party Committee and Head of the Propaganda and Mass Mobilization Department of Vinh Long Province, highly appreciated the proactive spirit of Cai Nhum commune.
Comrade Nguyen Thi Minh Trang emphasized: "Building a 'Digital Party Branch' is not simply about equipping it with computers and software, but the core principle is to innovate leadership methods and management thinking in the digital environment. The most accurate measure must be the effectiveness of work, the quality of Party branch activities, and the satisfaction of the people."
