Local efforts

The Van Ly Bridge and its access roads commenced construction on September 16, 2023, spanning the Dien Ban town and Dai Loc district. The project has a total length of 7.78 km, including the Van Ly Bridge and two access road branches.

The N1 branch road is 3.65km long, starting at the end of the DT610B route (Dien Quang commune, Dien Ban district), crossing the Thu Bon River to the end point at the intersection between DT609B and DT609C (the new Quang Hue intersection, Dai Hoa commune, Dai Loc district).

Located in Dien Hong commune, branch N2 starts from the intersection with branch N1 to the intersection between DT609 and DT605 (Cam Ly junction, Dien Ban) with a length of 4.13km.

The access road through Dai Hoa commune is approximately 2.8km long ( agricultural land accounts for 2.6km). The access road in Dien Ban district includes two communes, Dien Quang and Dien Hong. Specifically, the access road through Dien Quang commune has a land clearance area of ​​approximately 0.34km, mainly agricultural land; the access road through Dien Hong commune is approximately 4.43km long.

According to the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works (the investor), the land for the access road on the Dien Quang commune side has been largely handed over; while the Tu Phu Pumping Station's control building is undergoing relocation procedures at a new location.

In addition, Dien Ban has handed over a section of land in Dien Hong commune that is agricultural land, approximately 1.1km long. For the remaining 2km section, the town has just approved the compensation and support plan for the agricultural land. The investor has transferred the funds and is preparing to pay the households.

With the land clearance area partially affected by the project, and some households completely displaced, the local authorities are currently conducting surveys and have not yet begun verifying land ownership. To resettle the affected households, the town will build a new residential area in Thanh An.

The design consulting unit prepared the project, but the cost exceeded the total investment amount compared to the approved investment plan (an increase of approximately 30%), therefore, an adjustment to the investment plan or phased investment is necessary. Consequently, land clearance cannot be implemented yet because the design documents have not been approved.

In Dai Hoa commune, Dai Loc district, a compensation and support plan for agricultural land with a length of approximately 1.85km has been approved. The road's cross-section is obstructed by two tombs located within the ancient burial ground of the Bui family. The family has agreed to relocate the tombs. However, in addition to the compensation and support money, the family is requesting financial assistance for new construction and the allocation of land adjacent to the old site (on the ancestral land previously cultivated, next to the old burial ground).

There are still many obstacles.

Engineer Dao Hong Ngoc, a technical officer at Dat Phuong Group Joint Stock Company, stated that the Van Ly bridge is nearing completion. Conversely, the construction value of the approach roads alone (including the elevated bridge) is over 267 billion VND, but to date, only over 0.5 billion VND has been spent on the embankment construction on the Dien Quang commune side.

Dai Loc District has completed land clearance for approximately 1.85km, but many areas still have unfinished sections. Furthermore, the end of the route has not yet been handed over, while the existing internal concrete roads are narrow, preventing access for transporting materials to the construction site.

The investor stated that the land ownership of households in Dai Hoa commune that were completely relocated is currently being assessed, but there are still legal issues related to land use. Construction of the resettlement area in Dai Hoa commune has not yet begun.

Local authorities also need to revise the land survey map for land clearance purposes because some land previously managed by Dai An commune is still being held up. In Dien Hong commune, although 1.1km of the route has been handed over, the contractor has no access road to the construction site because the final section (the intersection of DT609 and DT605) has not yet been cleared.

If the initial section of the route is handed over early, the investor will consider continuing to use the DH11.DB route to transport materials and bring machinery in for construction.

The project's chief supervisor, engineer Bui Huy Phu - an officer from the Road Engineering Center 3 - shared that the bottleneck of the project is the three elevated bridges located on the access road through Dien Hong commune. Despite requests and proposals made for over a year, the land acquisition issue, involving agricultural land, has yet to be resolved.

Although the three aforementioned bridges are small, their construction time is much longer than that of road embankment excavation. Therefore, the contractor continues to hope that the local authorities will pay attention to and prioritize land clearance for the construction of these three elevated bridges.

Recently, the investor requested that the Party Committee and the government of Dien Ban town and Dai Loc district continue to provide decisive direction and complete the land clearance work according to the timelines set by the provincial leadership.

During an inspection of the project on February 7, 2025, Comrade Luong Nguyen Minh Triet - Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - requested the Standing Committees of the Town and District Party Committees of the two localities, along with the heads of the Party committees and governments of the communes, to focus on leadership and direction, striving with the highest determination; closely adhering to the detailed plan for land clearance and handover of land to the investor to accelerate construction progress.

Mobilize the public to agree to accept compensation and support funds. In cases where all policies have been fully applied according to regulations, and after numerous attempts at persuasion and dialogue, the people still refuse to hand over the land, resolutely implement measures to protect the construction site, or use coercive measures (if necessary).
