Dong Khoi Commune, Chau Thanh District: Concentrating all resources on building new rural areas

Dong Khoi Commune People's Committee headquarters is invested in and built spaciously.

Implementing the national target program on new rural construction, in recent times, Dong Khoi commune has focused all resources on implementing the district's plan. The Party Committee and government have directed, guided, and urged hamlets to implement the criteria. Up to now, Dong Khoi commune has completed 19/19 targets in the national criteria set and has been recognized by the province as a new rural commune.

That achievement is thanks to the drastic participation of the entire political system in leadership and direction; strengthening training and coaching to improve the quality of human resources to implement new rural construction, meeting the needs and assigned tasks; promoting propaganda for cadres, party members, civil servants and people in many forms, creating a widespread influence; mobilizing the enthusiastic participation of all classes of people, the support of collectives and individuals inside and outside the commune. Party committees, authorities and people promote the spirit of solidarity and high unity in implementing socio-economic development targets.

Taking advantage of irrigation water resources and applying mechanized science and technology to production, the total annual cultivated area has increased compared to the plan. The total annual production land area is over 5,000 hectares, an increase of 751 hectares, exceeding the Resolution by 17%. Of which, rice is grown 3 times a year, with an average yield of 5.7 tons/ha; sugarcane 80 tons/ha; cassava 25 tons/ha; the remaining area is land for rubber trees, crops and aquaculture. The total herd of livestock and poultry has increased annually compared to the Resolution; there are 2 farms and 1 livestock farm applying advanced technology with high efficiency.

The irrigation system ensures timely irrigation water, the total length of irrigation and drainage canals managed by the commune is over 63,000 meters, the concreted irrigation canal is over 48,000 meters, reaching 76.31%; the total irrigation area of the commune is nearly 6,000 hectares/3 crops. In the commune, there is 1 agricultural service cooperative with 198 members operating stably; 1 cashew nut production enterprise, 2 market places, 62/45 production facilities, 685 service households, small retail trading, contributing to ensuring essential goods, improving the effectiveness of the campaign "Vietnamese people prioritize using Vietnamese goods".

The Party Committee and the communal government always pay attention to and create favorable conditions for the development of local education. The commune has 5 schools, a total of 155 teachers and staff, 65 classes with 1,334 students; the rate of school-age children from 5 to 16 years old reaches 96.9%. Every year, mobilizing 5-year-old children to kindergarten and 6-year-old children to grade 1 reaches 100%; the rate of junior high school graduates continuing to study at high schools and vocational schools reaches 92% or more; maintaining the standards of universal primary education level II and junior high school level I, annually being recognized as national standards for universal education for 5-year-old children, the dropout rate is below 0.2%.

The commune has invested in building, upgrading and repairing 5 schools, teaching and learning equipment. The facilities meet the requirements of innovation and improving the quality of teaching and learning. The work of encouraging learning and talent has been focused on, mobilizing and donating bicycles, notebooks, books, clothes, cash... worth 894 million VND to poor students who have overcome difficulties; 620 scholarships worth 310 million VND were awarded.

Cultural, informational, physical training and sports activities continue to be developed; the spiritual and cultural life of the people is constantly improved. The quality of cultural hamlet activities and civilized lifestyle in residential areas is improved; the movement of the whole people uniting to build a cultural life is promoted; 4/4 hamlets are recognized as cultural, achieving 100% of the Resolution, every year over 90% of families are recognized as cultural families, 9/9 civilized religious establishments.

National defense and security are maintained; government building and administrative reform are given attention. The quality of the staff has been improved, to date 100% of staff have university degrees, 100% of civil servants have met professional standards. Implementing the administrative reform program for the period 2021-2025, the public posting of administrative procedures, the "one-stop, one-stop" mechanism, and applying quality management according to ISO 9001-2015 standards have been implemented. Promote administrative reform using online public services at levels 3 and 4; shorten the time to handle administrative procedures; promote the sense of responsibility and ethics of staff in handling work.

Implement well social security programs, policies, care for people with meritorious services, poor households, protect and care for children, social protection according to regulations such as: health insurance card issuance for the poor, children under 6 years old, support expenses for students; legal aid, etc.

The canal in the commune has been invested in concrete to serve irrigation for farmers.

As a result, over 5 billion VND was provided to policy families, over 1,000 health insurance cards, and 228 million VND in electricity bills for poor households. In addition, the commune increased its mobilization and allocated budget to take care of Tet for policy beneficiaries and poor households; built and donated 14 solidarity houses, worth 920 million VND; built and donated 3 gratitude houses worth 185 million VND; and repaired 2 houses worth 70 million VND.

Effectively implemented many national policies and programs on sustainable poverty reduction, helping and creating conditions for households to escape poverty, reducing the number of poor households from 93 to 40, the poverty rate to 1.86%. Opened 5 training classes on agricultural and non-agricultural occupations for 128 rural workers. Currently, the number of employed workers is nearly 6,000 people, reaching over 94%, the number of trained workers is nearly 2,800 people, reaching 46%; the number of people participating in health insurance is over 90%.

Mobilizing people to contribute to the construction of new rural areas worth over 320 million VND. Of which, 8 roads worth 246 million VND were built; 2 light lines worth 54 million VND and 5 trucks of soil, 7 trucks of scrap, 20 working days worth 23 million VND.

Mr. Nguyen Van Minh - Secretary of Tua Hai Hamlet Party Cell said that since the province and district selected Dong Khoi commune to invest in building new rural areas, the material and spiritual life of the people has improved significantly, the roads have been invested in upgrading, making them spacious, clean, and convenient for people to circulate and transport goods.

Secretary of the Dong Khoi Commune Party Committee Nguyen Tat Linh said: After announcing the decision to build a new-style rural commune, the Party Committee focused on leadership and direction, first of all, consolidating and perfecting the Steering Committee, Management Board, and Hamlet Development Board to maintain the achieved criteria. At the same time, continue to propagate and mobilize people to participate in improving the quality of criteria such as: health insurance, environmental sanitation, especially strengthening solutions to continue investing in infrastructure to contribute to improving the material and spiritual life of the people.
