On the morning of October 16th, Provincial Party Secretary Hoang Trung Dung, Chairman of the Provincial People's Committee Vo Trong Hai, and Vice Chairman of the Provincial People's Council Tran Van Ky presided over the regular citizen reception session for October 2023. At the citizen reception session, Deputy Head of the Provincial Party Committee's Internal Affairs Department Nguyen Tuan reported on the results of implementing the directives of the Provincial Party Secretary at the regular citizen reception sessions and the results of receiving and processing petitions in October 2023.
During the previous regular public consultation session, the Provincial Party Secretary directed relevant agencies to focus on resolving all cases that had been addressed. However, to date, three cases remain unresolved.
From September 13th to October 13th, 2023, the Provincial Party Committee's Internal Affairs Department received, classified, and processed 9 petitions. Of these, 1 was forwarded by the Standing Committee of the Provincial Party Committee; and 9 were sent to the Provincial Party Committee's Internal Affairs Department and its Head.
The Provincial Party Committee's Internal Affairs Department forwarded 3 petitions to the competent authorities for resolution; is continuing to review 1 petition; and is keeping the remaining petitions on file for monitoring.
The Standing Committee and committees of the Provincial People's Council have received and processed 7 letters and petitions from organizations and citizens.
The delegates also heard the results of monitoring and following up on assigned cases at the regular citizen reception sessions of the Provincial Citizen Reception Board. Accordingly, 8 cases have been reported and answered to citizens, and 7 cases have not yet reached the reporting deadline and are still being monitored and compiled.
Regarding scheduled citizen reception, from September 10th to October 10th, 2023, the Provincial Citizen Reception Board received 6 cases (complaints: 2; suggestions/feedback: 4); for regular citizen reception, 16 visits/11 cases were received (complaints: 6; suggestions/feedback: 5); 168 petitions were received and processed (45 complaints; 11 denunciations; suggestions/feedback: 112); 156 cases were referred to the Provincial People's Committee for resolution; the remaining 12 petitions were deemed ineligible for processing and were archived and monitored.
At the beginning of the public consultation session, Mr. Le Trong Khuya (Tran Phu ward, Ha Tinh city) complained that the Loc Ha District People's Committee had not prepared the necessary documents to issue a new land use right certificate for him.

Regarding the issue raised by Mr. Khuya, the presiding officials have assigned the Department of Natural Resources and Environment to review it, and the People's Committee of Loc Ha District is responsible for guiding citizens and handling the matter in accordance with the law. The competent authorities must submit a written report on the resolution results by November 15, 2023.
Subsequently, Mr. Tran Van Dong (residential group 10, Bac Hong ward, Hong Linh town) accused the People's Committee of Hong Linh town of illegally reclaiming his land and failing to properly issue him a land use right certificate.
Representatives from Hong Linh town and leaders from the Department of Natural Resources and Environment explained and clarified the issues of concern to the citizens.
The presiding officials instructed the Inspectorate of the Department of Natural Resources and Environment to coordinate with the People's Committee of Hong Linh Town to clarify each issue; and to report to the Provincial Party Secretary and the Chairman of the Provincial People's Committee by November 15, 2023.
Provincial Party Secretary Hoang Trung Dung received the presentation from Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe district) regarding her request for the competent authority to consider granting a land use right certificate to her family.
At the next session, Mr. Vo Ta Nghe (Phan Chu Trinh village, Cam Due commune, Cam Xuyen district) raised concerns regarding the procurement of facilities for the village cultural center; Mr. Tran Dinh Trinh (Son Nam village, Cam Thinh commune, Cam Xuyen district) and Mr. Vo Xuan Loc (Trung Long village, Trung Loc commune, Can Loc district) raised concerns and made recommendations regarding land acquisition, compensation, and site clearance for the construction of the North-South expressway.
Regarding land issues, Ms. Trinh Thi Mung (Trung Son village, Cam Son commune, Cam Xuyen district) petitioned about the forced seizure of her family's land; Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe district) requested that the competent authorities consider granting a land use right certificate to her family; and Mr. Nguyen Thanh Son (representing Ms. Hoang Thi Tuu, residing in Nam Phuc Thang commune, Cam Xuyen district) petitioned about a land dispute.
The issues raised by citizens were explained and clarified by local leaders. The presiding officials also gave their opinions on each specific case during the meeting.
Also during the meeting, the Chairman of the Provincial People's Committee, Vo Trong Hai, directly discussed with households requesting compensation and land clearance for the Rao Tro water reservoir project. Accordingly, the provincial leadership directed relevant agencies to focus on reviewing the work, ensuring that the resolution process is transparent, objective, and thorough. At the same time, full information will be provided to the people.
The Chairman of the Provincial People's Committee affirmed that compensation and support for the people must ensure the rights of citizens based on compliance with the provisions of the law.
Concluding the citizen reception session, Provincial Party Secretary Hoang Trung Dung stated that, in the past period, departments, agencies, and local authorities have made efforts in resolving cases.

The Provincial Party Secretary requested that citizens, when facing difficulties or problems, should report them to the hotline numbers of provincial and district leaders that have been publicly announced. Regarding the information reported by citizens, if there is sufficient evidence, provincial and district leaders must focus on resolving the issues. Local authorities should effectively carry out citizen reception activities and handle matters within their jurisdiction; preventing the escalation of issues to higher levels.
The Provincial Party Secretary expressed concern that, during recent citizen reception sessions, the number of citizens in some localities such as Cam Xuyen, Huong Khe, Hong Linh town, Nghi Xuan... continued to increase despite many cases having been handled and resolved by the districts and written responses issued. The process of handling complaints and lawsuits also revealed a situation where some households demanded compensation for agricultural land, trees, and infrastructure related to the implementation of the North-South expressway project.
The Provincial Party Secretary urged residents to understand that this is a government policy; recognizing the highway project passing through their area as a favorable opportunity for socio-economic development. Therefore, citizens have a responsibility to cooperate in the implementation and deployment of the projects. Local authorities, for their part, need to provide thorough answers to citizens during the resolution process.
The Provincial Party Secretary affirmed that State agencies always uphold their responsibility in receiving complaints, denunciations, and feedback, and adhere closely to regulations to handle them in a fair and objective manner, protecting the rights of the people. However, those citizens who deliberately exploit the implementation of key projects to file complaints must be dealt with severely.
