Lam Dong province revokes over 1,428 hectares of land from the Saigon Dai Ninh 'mega-project' due to delays in putting the land into use.

The People's Committee of Lam Dong province announced the revocation of all allocated land area and permission for land use conversion at the Saigon Dai Ninh project, due to violations of the Land Law and delays in putting the land into use.

On December 16th, the People's Committee of Lam Dong province announced the revocation of all land previously allocated and permitted to Saigon Dai Ninh Investment - Tourism Joint Stock Company (hereinafter referred to as Saigon Dai Ninh Company) for the purpose of implementing the Dai Ninh commercial, tourism, and ecological resort urban area project (Saigon Dai Ninh project).

According to the announcement, the area to be reclaimed is over 1,428 hectares. The reason for the reclamation is stated as the enterprise violating regulations of the Land Law and failing to put the land into use on time.

The People's Committee of Lam Dong province requires Saigon Dai Ninh Company and other organizations and individuals with related rights and obligations to handle assets on the land in accordance with regulations.

The Saigon Dai Ninh project received its investment certificate in 2010, covering a total area of ​​approximately 3,595 hectares, surrounding Dai Ninh Lake and spanning the Phu Hoi, Ta Hine, Ninh Gia, and Ninh Loan areas (Lam Dong province).

The project, with a total investment of over 25,000 billion VND, was once touted as a very large-scale project in the locality. According to the plan, the project was to be implemented in the period from 2010 to 2018.

However, to date, the project has only constructed over 20km of internal roads and some other items. The investor is estimated to have poured approximately 2,296 billion VND into the project.

Earlier in June 2020, the Government Inspectorate concluded that the project had violations regarding land and investment, and demanded that operations be terminated and the land be reclaimed.

In July 2021, the Government Inspectorate adjusted some contents, requesting localities to guide businesses in implementing procedures for extending the project schedule and adjusting the project according to the 2014 Investment Law, extending land use according to the 2013 Land Law, and promptly implementing the project according to the approved scale.

This project is related to the handling of corruption. In March 2023, Mr. Nguyen Ngoc Anh, Chief Inspector of Lam Dong province, was arrested for accepting bribes. In August 2023, Ms. Tran Bich Ngoc, Director of Department I of the Government Office, was prosecuted and detained.

In early January 2024, Mr. Tran Van Hiep, Chairman of the People's Committee of Lam Dong province, was prosecuted and detained on charges of accepting bribes. At the end of January 2024, Mr. Tran Duc Quan, Secretary of the Lam Dong Provincial Party Committee, was also prosecuted and detained.
