Following the decision of the Minister of Agriculture and Environment to assign civil servants to support localities in implementing the two-tiered local government model, the Land Management Department has sent 34 civil servants directly to the grassroots level, contributing to resolving thousands of obstacles in the land sector.
According to the Director of the Land Management Department, Dao Trung Chinh, from August 15th to November 15th, 2025, the assigned officials closely monitored the area, coordinating closely with departments, agencies, and commune-level authorities to promptly guide and resolve difficulties arising during the implementation of tasks.
Specifically, 34 officials from the Land Management Department directly worked and provided guidance in more than 1,560 communes and wards; they also coordinated the organization of nearly 50 training sessions with the participation of nearly 1,200 communes and wards, attracting more than 2,700 officials and civil servants.
The training content focused on local issues that are frequently encountered, such as: land registration and certificate issuance; administrative procedures; delineation of authority in the two-tiered government model; land acquisition, compensation, support, and resettlement; auctioning of land use rights and land management after mineral exploitation.
In addition to in-person training, civil servants proactively build online support groups, creating channels for regular professional exchange for commune-level officials, especially those newly assigned to land-related fields, thereby contributing to improving their capacity to perform their duties at the grassroots level.
Through review and compilation, officials received 1,778 suggestions and concerns, of which 1,382 were related to land matters. The majority of these issues have been addressed and guided directly at the local level through face-to-face meetings, training conferences, and specialized support groups. Currently, 334 suggestions are being compiled and sent to the Department of Land Management for further guidance and nationwide standardization.
Of the 1,382 recommendations, 480 concerned issues related to the implementation of the two-tiered local government model, and 902 arose during the implementation of land laws. Based on practical experience in supporting local areas, many proposals were put forward to improve land policies and laws, upgrade information systems and databases, and strengthen specialized human resources at the commune level.
